253. In June 2000, the presidency decreed the creation of an administration to manage the education of nomadic children. It has the following objectives:
254- وتم إنشاء إدارة تعليم الرُّحل بقرار من رئاسة الجمهورية بتاريخ حزيران/ يونيه 2000 والتي تتمثل أهدافها في الآتي:

28. Difficulties in school enrolments for displaced persons or members of nomadic or seminomadic groups should be addressed in an active and constructive manner.
28- ينبغي التصدي بشكل فعال وبنِّاء للصعوبات المُعتَرضَة فيما يتعلق بالتحاق المشردين وأفراد الجماعات الرُّحل وشبه الرُّحل بالمدارس.

In the case of climate change and environmental destruction, due diligence obligations should prevail in order to prevent or mitigate the impact of natural disasters and the deterioration of environments necessary to human life and to the particular way of life of certain groups such as indigenous peoples, and persons with pastoralist or nomadic lifestyles.
وبالنسبة إلى تغير المناخ وتدمير البيئة، ينبغي أن يسود الالتزام ببذل العناية الواجبة من أجل منع أو تخفيف آثار الكوارث الطبيعية وتدهور البيئات الضرورية للحياة البشرية ولأساليب الحياة الخاصة لبعض المجموعات مثل الشعوب الأصلية والأشخاص الذين يعيشون حياة الرعاة أو الرُّحل.

94. Small rural or nomadic communities also face numerous difficulties in gaining access to State education institutions, mainly because of their geographical isolation.

213. The Programme for Government 2011-2016 highlights the need to improve the delivery of services to Travellers.

Of the minorities recognized by Switzerland under the Framework Convention, Swiss Travellers face the most difficulties.
ويشكل الرُّحل السويسريون الأقلية التي تعاني من أكبر قدر من الصعوبات من ضمن الأقليات التي تعترف بها سويسرا، بموجب الاتفاقية الإطارية.

44. A study published last year revealed lower life expectancy and other areas of concern, such as a higher suicide rate than in the rest of the population, amongst Travellers.
44- وكشفت دراسة نُشرت في العام الماضي عن انخفاض مأمول العمر وعن مجالات أخرى مثيرة للقلق، مثل ارتفاع معدل الانتحار بين طائفة الرُّحل بالمقارنة مع باقي السكان.

206. The term " Traveller " in relation to accommodation refers to Irish Travellers as defined in the Equal Status Act 2000:

Travellers and Gypsies already face considerable discrimination and hostility in wider society and the Committee is deeply concerned that this could be worsened by actions taken by authorities in the current situation and by some media reporting on the issues.

The Committee recommends that the State party take measures, or strengthen existing measures, to reduce tensions between nomads or semi-nomads and other groups and ensure that those tensions do not degenerate into ethnic conflicts.
توصي اللجنة الدولة الطرف بأن تأخذ ما يلزم من تدابير أو تعزز ما كان قائماً منها للحد من التوترات بين الرُّحل وأشباه الرُّحل وسائر الفئات والحيلولة دون أن تبلغ حداً من التدهور يفضي إلى نزاعات إثنية.

The Programme for Government 2011 includes a commitment to improve co-ordination and integration of delivery of services to the Traveller community.

Discussions about land were heated, with nomad representatives stating that reports of their communities having moved to Darfur from neighbouring countries were exaggerated, while internally displaced persons rejected the proposal made by Government officials that they settle on land adjacent to camps rather than return to their places of origin.

The Committee recommends that the State party press on with the justice reform in order to reduce dysfunctions and to take steps to ensure that all citizens have access to the justice system in order to assert their rights, notably in respect of acts of racial discrimination, and paying particular attention to refugees, asylum seekers and displaced persons, nomadic or semi-nomadic groups and groups living in rural areas.
توصي اللجنة الدولة الطرف بمواصلة إصلاح القضاء للتقليل من اختلالاته واتخاذ تدابير تضمن لجميع السكان سبل اللجوء إليه لأخذ حقوقهم، خاصة في قضايا التمييز العنصري، وتحديداً عندما يتعلق الأمر باللاجئين وملتمسي اللجوء والمشردين والرُّحل أو أشباه الرُّحل أو من يعيشون في المناطق الريفية.
