)أ( وضع وإنفاذ آلية شاملة ودولية لرصد الزراعة غير المشروعة للقنب والكوكا والخشخاش،

)ب( زيادة عدد الدول اﻷعضاء القادرة على وضع وتنفيذ سياسة أكثر فعالية من أجل القضاء على الزراعة غير المشروعة للقنب والكوكا والخشخاش أو الحد منها بدرجة كبيرة على النحو الذي أقرته الجمعية العامة في دورتها الاستثنائية العشرين.

To enable Member States and the international community to assess the progress made and effectiveness of measures launched to reach the objective adopted by the General Assembly at its twentieth special session for the elimination or significant reduction of the illicit cultivation of cannabis, coca and opium poppy, to detect displacements and emergence of illicit cultivation and to take preventive measures.
الهدف ٢: تمكين الدول اﻷعضاء والمجتمع الدولي من تقييم التقدم المحرز وفعالية التدابير المستحدثة للتوصل إلى اﻷهداف التي اعتمدتها الجمعية العامة في دورتها الاستثنائية العشرين من أجل القضاء على الزراعة غير المشروعة للقنب والكوكا والخشخاش أو خفضها بدرجة كبيرة، وكشف محاولات اﻹحلال وظهور الزراعة غير المشروعة واتخاذ التدابير الوقائية.
