15.52 Technical cooperation activities include the elaboration of a comprehensive business plan to establish an international system to monitor the extent and evolution of illicit cultivation of narcotic crops worldwide in order to provide support to Governments in eliminating or significantly reducing the illicit cultivation of narcotic crops by 2008, in active partnership with the countries concerned.

At the twentieth special session, through the endorsement of the Action Plan on International Cooperation on the Eradication of Illicit Drug Crops and on Alternative Development (General Assembly resolution S-20/4 E), the role of alternative development was recognized as an effective instrument for eliminating illicit cultivation of narcotic crops.
٨٢ - باقرار خطة العمل بشأن التعاون الدولي للقضاء على محاصيل المخدرات غير المشروعة والتنمية البديلة )قرار الجمعية العامة دإ-٠٢/٤-هاء( في الدورة الاستثنائية العشرين سلم بدور التنمية البديلة باعتبارها أداة فعالة للقضاء على الزراعة غير المشروعة لمحاصيل المخدرات.

11. Recommends that Member States, in particular donor States and States in which sustainable alternative development programmes are being implemented, respect the balance and ensure the effective coordination of law enforcement and interdiction measures, eradication efforts and alternative development to achieve the goal of eliminating or reducing significantly the illicit cultivation of drug crops;
11 - توصي بأن تعمل الدول الأعضاء، وخاصة الدول المانحة والدول التي تنفذ فيها برامج التنمية البديلة المستدامة على تحقيق التوازن في تدابير إنفاذ القوانين وتدابير المنع وفي الجهود الرامية إلى القضاء على المخدرات وتحقيق التنمية البديلة، وكفالة الفعالية في تنسيق هذه التدابير، وذلك بهدف تحقيق هدف القضاء على الزراعة غير المشروعة لمحاصيل المخدرات أو خفضها إلى حد كبير؛

Demand reduction is now considered to be as important a deterrent to drug abuse as reducing illicit drug crop cultivation and illicit drug manufacture, or combating illicit drug trafficking.

(k) Donor States are urged to increase efforts to harmonize, align and manage international development assistance to the States affected by illicit drug crop cultivation in accordance with the principles of the Paris Declaration on Aid Effectiveness.
