في الدورة الستين، حثت الجمعية العامة الدول الأطراف التي لم تف بالتـزاماتها بموجب المادة السابعة على أن تفعل ذلك دون مزيد من التأخير، وفقا لعملياتها الدستورية؛ وأكدت من جديد أهمية الأحكام المنصوص عليها في المادة الحادية عشرة والمتعلقة بالتنمية الاقتصادية والتكنولوجية للدول الأطراف، وأشارت إلى أن التنفيذ الكامل والفعال وغير التمييزي لتلك الأحكام يسهم في إضفاء الطابع العالمي عليها (القرار 60/67).

في الدورة الحادية والستين، حثت الجمعية العامة الدول الأطراف التي لم تفِ بالتـزاماتها بموجب المادة السابعة على أن تفعل ذلك دون مزيد من التأخير؛ وأكدت من جديد أهمية أحكام المادة الحادية عشرة المتعلقة بالتنمية الاقتصادية والتكنولوجية للدول الأطراف، وأشارت إلى أن التنفيذ الكامل والفعال وغير التمييزي لتلك الأحكام يسهم في انضمام الجميع إلى الاتفاقية (القرار 61/68).

The third sentence of article VI thereof stipulates that both international organizations and their member States bear responsibility for ensuring compliance with the Outer Space Treaty; article VII states that each country from whose territory an object is launched into outer space is internationally liable for damage caused by that object.
فالجملة الثالثة من المادة السادسة منها تنص على أن يتحمل كل من المنظمة الدولية والدول الأعضاء فيها مسؤولية ضمان الامتثال لمعاهدة الفضاء الخارجي؛ وتنص المادة السابعة على أن كل بلد يطلق من أراضيه جسما إلى الفضاء الخارجي يكون مسؤولا دوليا عن الأضرار التي يتسبب فيها ذلك الجسم.

وفي الوثيقة CD/1777، تنص المادة السابعة على أن " لكل طرف [...] الحق في الانسحاب من المعاهدة إذا قرر أن أحداثاً استثنائية ذات صلة بموضوع هذه المعاهدة قد أضرت بمصالحه العليا، [...] بتقديم إعلان خطي بهذا الانسحاب إلى الوديع قبل ثلاثة أشهر على الأقل من تاريخ الانسحاب من المعاهدة.
