On 4 October 2013, the Netherlands instituted arbitral proceedings, under annex VII to the Convention, against the Russian Federation.
وفي 4 تشرين الأول/أكتوبر 2013، أقامت هولندا دعوى تحكيم ضد الاتحاد الروسي، بموجب أحكام المرفق السابع للاتفاقية.

XII. Request for appointment of arbitrator 62. On 23 August 2000, the President was requested by Chile to appoint an arbitrator pursuant to article 3 of Annex VII to the Convention.
62 - في 23 آب/أغسطس 2000 طلب شيلي من رئيس المحكمة تعيين محكم عملا بالمادة 3 من المرفق السابع للاتفاقية.

The President of the Tribunal also informed the Meeting that the parties had appointed Judge Mensah, a former President of the Tribunal, as President of the arbitral tribunal in the MOX Plant case, established under annex VII to the Convention.
وأبلغ رئيس المحكمة الاجتماع أيضا بأن الأطراف قد عينت القاضي مينساه، وهو رئيس سابق للمحكمة، رئيسا لمحكمة التحكيم في قضية موكس بلانت، التي أُنشئت بموجب المرفق السابع للاتفاقية.

If disputant States, having made such a declaration, had not chosen the same means of settlement, or if they had not made any declaration at all, arbitration under Annex VII to the Convention would become the compulsory means of settlement.
وإن لم تكن الدول المتنازعة، في حال إصدارها ذلك الإعلان، قد اختارت نفس وسيلة التسوية، أو إن لم تكن قد أصدرت الإعلان أصلا، يكون التحكيم بموجب المرفق السابع للاتفاقية هو الوسيلة الإلزامية للتسوية.

Its decision to do so was the fruit of its experience of compulsory arbitration of a dispute, in accordance with Annex VII of the Convention.
وكان قرارها بذلك نتاج تجربتها مع التحكيم الإلزامي لأحد المنازعات، وفقا للمرفق السابع للاتفاقية.

In that respect, the procedure set out in article 3 of Annex VII to the Convention could serve as a model.
وفي ذلك الخصوص، يمكن أن تستخدم الإجراءات الواردة في المادة 3 من المرفق السابع للاتفاقية نموذجـا يحتذى بــه في هذا الإطار.

8. On 23 February 2007, Cyprus nominated Andrew Jacovides as conciliator and arbitrator under article 2 of annex V, and article 2 to annex VII to the Convention.
8 - وفي 23 شباط/فبراير 2007، عينت قبرص أندرو جاكوفيديس موثقا ومحكما بمقتضى المادة 2 من المرفق الخامس والمادة 2 من المرفق السابع للاتفاقية.

The Conference decided not to amend annex VII to the Convention pending the entry into force of decision III/1 that prohibits the export of dangerous wastes from industrialized to developing countries.
وقرر المؤتمر بصورة خاصة عدم تعديل المرفق السابع للاتفاقية ريثما يبدأ نفاذ المقرر 3/1 الذي يقضي بحظر تصدير النفايات الخطرة من البلدان الصناعية إلى البلدان النامية.

17. During the reporting period, the International Court of Justice, the International Tribunal for the Law of the Sea and arbitral tribunals established under annex VII to the Convention had a number of law of the sea cases on their dockets.
١٧ - وخلال الفترة المشمولة بالتقرير، كان هناك عدد من قضايا قانون البحار في سجلات محكمة العدل الدولية والمحكمة الدولية لقانون البحار وهيئات التحكيم المنشأة بموجب المرفق السابع للاتفاقية.

By communications dated 8 April 2002 and 17 April 2002, transmitted by the United Kingdom and Ireland respectively, the Tribunal was informed that an arbitral tribunal had been constituted in accordance with annex VII to the Convention to deal with the dispute concerning the MOX Plant.

69. In a letter dated 7 January 2013, the Minister of Foreign Affairs and Worship of Argentina requested the President of the Tribunal to appoint three arbitrators and the president of the arbitral tribunal in the arbitral proceedings instituted under annex VII to the Convention in respect of a dispute between Argentina and Ghana concerning the vessel ARA Libertad.
٦٩ - وفي رسالة مؤرخة 7 كانون الثاني/يناير 2013، طلب وزير الخارجية وشؤون العبادة في الأرجنتين إلى رئيس المحكمة تعيين ثلاثة محكمين ورئيس محكمة التحكيم في الدعوى التحكيمية المقامة بموجب المرفق السابع للاتفاقية بشأن النزاع بين الأرجنتين وغانا فيما يتعلق بالسفينة ARA Libertad.

22. In a letter dated 13 December 2009, the Minister of Foreign Affairs of Bangladesh requested the President of the Tribunal to appoint three arbitrators in the arbitral proceedings instituted under annex VII to the Convention for the settlement of the dispute concerning the delimitation of the maritime boundary between Bangladesh and India in the Bay of Bengal.
22 - في رسالة مؤرخة 13 كانون الأول/ديسمبر 2009، طلب وزير خارجية بنغلاديش إلى رئيس المحكمة تعيين ثلاثة محكمين للنظر في إجراءات التحكيم المنصوص عليها في المرفق السابع للاتفاقية بهدف تسوية النزاع المتعلق بترسيم الحدود البحرية بين بنغلاديش والهند في خليج البنغال.

29. In a letter dated 13 December 2009, the Minister of Foreign Affairs of Bangladesh requested the President of the Tribunal to appoint three arbitrators in the arbitral proceedings instituted under annex VII to the Convention for the settlement of the dispute concerning the delimitation of the maritime boundary between Bangladesh and India in the Bay of Bengal.
29 - في رسالة مؤرخة 13 كانون الأول/ديسمبر 2009، طلب وزير خارجية بنغلاديش إلى رئيس المحكمة الدولية لقانون البحار تعيين ثلاثة محكمين للنظر في إجراءات التحكيم المنصوص عليها في المرفق السابع للاتفاقية لتسوية النـزاع المتعلق بترسيم الحدود البحرية بين بنغلاديش والهند في خليج البنغال.

VI. Other activities 37. In the notification of 4 July 2003 which instituted arbitral proceedings under annex VII to the Convention in a dispute concerning land reclamation by Singapore in and around the Straits of Johor, Malaysia informed Singapore that it had appointed a member of the arbitral tribunal pursuant to annex VII, article 3(b), to the Convention.
37 - في الإخطار المؤرخ 4 تموز/يوليه 2003 الذي استهل إجراءات التحكيم وفقا للمرفق السابع للاتفاقية بشأن النزاع المتعلق باستصلاح سنغافورة أراض في مضيق جوهو وحوله، أبلغت ماليزيا سنغافورة أنها عينت عضوا في هيئة التحكيم عملا بالمادة 3 (ب) من المرفق السابع من الاتفاقية.

The Ban Amendment to the Basel Convention, adopted in 1995 by decision III/1 of the Conference of the Parties, is intended to prohibit transboundary movements of hazardous wastes destined for final disposal or recovery from States listed in annex VII to the Convention (i.e., member States of the Organization for Economic Cooperation and Development, the European Union and Liechtenstein) to non-annex VII States.
31 - يراد من تعديل الحظر في اتفاقية بازل، الذي اعتمده مؤتمر الأطراف بموجب المقرر 3/1 في عام 1995، حظر نقل النفايات الخطرة الموجهة للتخلص النهائي أو للاستعادة عبر الحدود من الدول المدرجة في المرفق السابع للاتفاقية (أي الدول الأعضاء في منظمة التعاون والتنمية في الميدان الاقتصادي وفي الاتحاد الأوروبي ولختنشتاين) إلى الدول غير المدرجة في المرفق السابع.

70. With regard to the arbitral proceedings under annex VII to the Convention in respect of a dispute between the Philippines and China, by letter dated 22 February 2013 from the Agent and Solicitor General of the Philippines, the Philippines requested the President of the Tribunal to appoint one member of the arbitral tribunal, pursuant to article 3, subparagraphs (c) and (e), of annex VII to the Convention.
٧٠ - وفيما يتعلق بالدعوى التحكيمية المقامة بموجب المرفق السابع للاتفاقية بشأن النزاع بين الفلبين والصين، طلبت الفلبين في رسالة مؤرخة 22 شباط/فبراير 2013 موجهة من وكيل الفلبين ومحاميها العام إلى رئيس المحكمة تعيين عضو واحد في محكمة التحكيم، عملا بالفقرتين الفرعيتين (ج) و (ه) من المادة 3 من المرفق السابع للاتفاقية.

73. In respect of the arbitral proceedings under annex VII to the Convention instituted by Malta against São Tomé and Príncipe in a dispute concerning the vessel Duzgit Integrity, Malta requested the President of the Tribunal, by letter dated 4 December 2013, to appoint one member of the arbitral tribunal, pursuant to article 3, subparagraphs (c) and (e), of annex VII to the Convention.
٧٣ - وفيما يتعلق بالدعوى التحكيمية التي أقامتها مالطة بموجب المرفق السابع للاتفاقية ضد سان تومي وبرينسيبي في نزاع بشأن السفينة Duzgit Integrity، طلبت مالطة إلى رئيس المحكمة، في رسالة مؤرخة 4 كانون الأول/ديسمبر 2013، تعيين عضو واحد في محكمة التحكيم، عملا بالفقرتين الفرعيتين (ج) و (هـ) من المادة 3 من المرفق السابع للاتفاقية.

14/ As provided for in article 287, this can be the International Tribunal for the Law of the Sea (established under Annex VI of the Convention), the International Court of Justice, an arbitral tribunal (established under Annex VII of the Convention) or a special arbitral tribunal (established under Annex VIII of the Convention).

Despite the total failure of the previous NPT Review Conference, due to the disregard of the above-mentioned commitments and the unilateral approach adopted by some, we hope that the first Preparatory Committee for the Seventh NPT Review Conference will take practical steps for paving the way to a successful Review Conference.
ورغم الفشل الذريع في المؤتمر الاستعراضي السابق لمعاهدة عدم الانتشار، فبسبب إغفال الالتزامات المشار إليها أعلاه، وبسبب النهج الانفرادي الذي اعتمده البعض، نرجو أن تتخذ اللجنة التحضيرية للمؤتمر الاستعراضي السابع للاتفاقية خطوات عملية لتمهيد الطريق لنجاح المؤتمر الاستعراضي.
