Obligation of States to ensure that vessels flying their flag are periodically inspected in order to verify that such certificates are in conformity with the actual condition of the vessels.
وتلتزم الدول بكفالة تفتيش السفن الرافعة لعلمها بصورة دورية للتحقق من أن هذه الشهادات مطابقة للحالة الفعلية للسفن.

6. Flag States shall, at the written request of any State, investigate any violation alleged to have been committed by vessels flying their flag.
6 - تحقق دول العلم، بناء على طلب مكتوب من أي دولة، في أي انتهاك يدعى أن السفن الرافعة لعلمها ارتكبته.

Furthermore, States are required to take appropriate measures to ensure that vessels flying their flag or of their registry are prohibited from sailing, until they can proceed to sea in compliance with the requirements of the international rules and standards, including requirements in respect of design, construction, equipment and manning of vessels.

١ - تضمن الدولة امتثال السفن الرافعة لعلمها للتدابير دون اﻹقليمية واﻹقليمية لحفظ وإدارة اﻷرصدة السمكية المتداخلة المناطق واﻷرصدة السمكية الكثيرة الارتحال.

2. A State shall authorize the use of vessels flying its flag for fishing on the high seas only where it is able to exercise effectively its responsibilities in respect of such vessels under the Convention and this Agreement.
٢ - لا تأذن الدولة باستخدام السفن الرافعة لعلمها للصيد في أعالي البحار إلا في الحالات التي يكون بمقدورها مباشرة مسؤولياتها بفعالية فيما يتعلق بتلك السفن بموجب الاتفاقية وهذا الاتفاق.

٤ - في الحالات التي يطبق فيها نظام متفق عليه على اﻷصعدة دون اﻹقليمي أو اﻹقليمي أو العالمي للرصد والمراقبة والاشراف، تكفل الدول توافق التدابير التي تفرضها على السفن الرافعة لعلمها مع ذلك النظام.

3. Obligation of States to ensure that vessels flying their flag or of their registry carry on board certificates required by and issued pursuant to the international rules and standards referred to in paragraph 1.
3 - تلتزم الدول بكفالة أن تكون السفن الرافعة لعلمها أو المسجلة فيها حاملة على متنها الشهادات التي تتطلبها القواعد والمعايير الدولية المشار إليها في الفقرة 1، والصادرة عملا بها.

8. Penalties provided for by the laws and regulations of States for vessels flying their flag shall be adequate in severity to discourage violations wherever they occur.
8 - تكون العقوبات التي تنص قوانين وأنظمة الدول على توقيعها على السفن الرافعة لعلمها شديدة إلى حد يثني عن ارتكاب انتهاكات، بصرف النظر عن مكان حدوثها.

4. Where there is a subregionally, regionally or globally agreed system of monitoring, control and surveillance in effect, States shall ensure that the measures they impose on vessels flying their flag are compatible with that system.

Obligation of States, in particular, to take appropriate measures in order to ensure that vessels flying their flag or of their registry are prohibited from sailing until they can proceed to sea in compliance with the requirements of the international rules and standards referred to in paragraph 1, including requirements in respect of the design, construction, equipment and manning of vessels.
