In this respect, we greatly welcome the commencement of negotiations in the Conference on Disarmament on a comprehensive test-ban treaty. The members of the Conference on Disarmament should seize the opportunity now to redouble their efforts towards the early conclusion of a comprehensive and verifiable treaty banning all tests in all environments, including non-explosive detonating or laboratory tests, binding on all States without exception.
وفي هذا الشأن، نرحب ترحيبا كبيرا ببدء المفاوضـــات في مؤتمر نزع السلاح حول عقد معاهدة للحظر الشامل للتجارب، وينبغي ﻷعضاء مؤتمر نزع الســـلاح أن ينتهزوا الفرصة لمضاعفة جهودهم من أجــل العقد المبكر لمعاهدة شاملة قابلة للتحقق تحظر جميع التجارب، بما في ذلك التجارب غير التفجيرية أو التجارب المختبرية، تكون ملزمة لجميع الدول دون استثناء.

If we think of the time lost arguing over a comma on the Shannon Mandate of the fissile material cut-off treaty, or how for 10 years now we have been deadlocked in the Conference on Disarmament on the issue of whether there should be an ad hoc committee or a special coordinator on nuclear weapons in outer space, or other subjects -- from that point of view the CCW Convention appears as a breath of fresh air.
وإذا فكرنا في الوقت الضائع في الجدل على فاصلة في ولاية شانون لمعاهدة وقف إنتاج المواد الانشطارية، أو كيف بقينا منذ عشر سنوات وحتى الآن أمام طريق مسدود في مؤتمر نزع السلاح حول مسألة ما إذا كان يجب إنشاء لجنة مخصصة أو تعيين منسق خاص بشأن الأسلحة النووية في الفضاء الخارجي، أو مواضيع أخرى، فإن اتفاقية الأسلحة التقليدية تبدو من هذا المنظور كنسمة هواء منعش.
