27- يوصي المجلس بأن تُعامل السلف المقدمة إلى الشركاء المنفذين بوصفها حسابات مستحقة القبض لدى تقديم السلف وأن يعطى الإذن بصرفها لدى تلقي تقارير مالية مُرضية.
