إن التأخيرات في التحضيرات للاستفتاءين اللذين ينص عليهما اتفاق السلام الشامل بشأن مستقبل جنوب السودان ومنطقة أبيي بلغت مرحلة حرجة.

50. In southern Sudan and Abyei, rights to due process and fair trial guarantees are hampered by a lack of human and financial resources in the law enforcement and justice sectors.
50 - ويؤدي افتقار قطاعي إنفاذ القانون والعدالة، في جنوب السودان ومنطقة أبيـي، إلى الموارد البشرية والمالية إلى إغماط الحق في مراعاة الأصول القانونية والحصول على محاكمة عادلة.

24. Leaders in her subregion had devoted considerable effort to peace initiatives for Somalia, Southern Sudan and the Great Lakes region.

35. It is expected that UNMIS resource requirements for referendum support during the 2010/11 budget period will be significant, especially in view of the weak or non-existent infrastructure in Southern Sudan and Abyei and the fact that referendum preparations will need to begin well before the elections are concluded.
35 - ومن المتوقع أن تكون احتياجات البعثة من الموارد لدعم الاستفتاءين خلال فترة الميزانية 2010/2011 كبيرة، خصوصا في ظل ضعف الهياكل الأساسية في جنوب السودان ومنطقة أبيي، أو عدم وجودها، وكذلك لأن من اللازم أن تبدأ الاستعدادات للاستفتاءين قبل فترة من انتهاء الانتخابات.

77. The amount appropriated for the maintenance of UNMIS does not include costs related to UNMIS technical, logistical and security assistance for the upcoming referendums in southern Sudan and the Abyei Area.

Most recently, credible reports indicate that new landmines have been laid in Southern Kordofan state in the Sudan and the contested Abyei area, where the United Nations is currently deploying a new peacekeeping mission, the United Nations Interim Security Force for Abyei (UNISFA).

2. The distance between Yafta in the Republic of South Sudan and Wadaga in the Republic of the Sudan is a mere 12 miles; therefore, airlifting " artillery crews " across the border from Yafta to Wadaga, as suggested by the Government of the Republic of the Sudan, does not appear to be a rational course of action.

No objections were raised by the Government of the Sudan against a visit to SPLA-controlled areas in southern Sudan and the Nuba Mountains ... " .

In this connection, the Advisory Committee recalls that in his initial budget proposal for 2010/11 for UNMIS (A/64/632), the Secretary-General did not include provisions for support to the referendums in Southern Sudan and the Abyei area, as it was not possible at that time to accurately determine the resources that would be required (see A/65/571, para. 3).

يشرفني أن أحيطكم علما بأنه جرى توجيه انتباه أعضاء مجلس الأمن إلى رسالتكم المؤرخة 17 أيلول/سبتمبر 2010 (S/2010/491) بشأن اعتزامكم تشكيل فريق من ثلاثة أعضاء لمراقبة وتقييم عمليتي الاستفتاء المقبلتين في جنوب السودان ومنطقة أبيي وفقا لاتفاق السلام الشامل.

3. In its resolution 1919 (2010), the Security Council extended the mandate of UNMIS to support the implementation of the Comprehensive Peace Agreement and emphasized the Mission's lead role in international efforts to provide assistance, as requested, to support preparations for the self-determination referenda in Southern Sudan and the Abyei area.
3 - مدد مجلس الأمن، في قراراه 1919 (2010)، ولاية بعثة الأمم المتحدة في السودان لدعم تنفيذ اتفاق السلام الشامل، وشدد على الدور القيادي للبعثة في الجهود الدولية المبذولة لتقديم المساعدة، حسب الطلب، من أجل دعم الأعمال التحضيرية لاستفتائي تقرير المصير في جنوب السودان ومنطقة أبيي.

3. The Advisory Committee recalls that, in its resolution 1919 (2010) of 29 April 2010, the Security Council extended the mandate of UNMIS and emphasized the Mission's lead role in international efforts to provide assistance to support preparations for the self-determination referenda in Southern Sudan and the Abyei area, which are scheduled for January 2011.
3 - وتشير اللجنة الاستشارية إلى أن مجلس الأمن مدد في قراره 1919 (2010) المؤرخ 29 نيسان/أبريل 2010 ولاية البعثة وشدد على الدور الطليعي للبعثة في بذل الجهود الدولية الهادفة إلى تقديم المساعدة دعما للأعمال التحضيرية للاستفتاءين حول تقرير المصير في جنوب السودان ومنطقة أبيي، المقرر إجراؤهما في كانون الثاني/يناير 2011.
