The Government took an important first step in attempting to improve the situation in the Vakaga region, in the north-east, which has been insecure as a result of political and ethnic tensions and the activities of poachers, bandits and armed groups, including, recently, the Lord's Resistance Army (LRA).

I. Introduction 1. At its fifty-fourth session, the General Assembly adopted resolution 54/180 of 17 December 1999, entitled " Human rights and mass exoduses " , in which the Assembly, inter alia, acknowledged that mass exoduses of populations are caused by multiple and complex factors, such as human rights violations, persecution, political and ethnic conflicts, famine and economic insecurity, poverty and generalized violence.
