All people, including those living under colonial or other forms of alien domination or foreign occupation, are entitled to exercise their inherent right to self-determination.
وكل الشعوب، بما في ذلك الشعوب الخاضعة للاستعمار أو غيره من أشكال السيطرة الأجنبية أو الاحتلال الخارجي، يحق لها أن تمارس حقها الأصيل في تقرير المصير.

27. The obstacles to the realization of the right of peoples to self-determination, in particular of peoples living under colonial or other forms of alien domination or foreign occupation, have continued to adversely affect the achievement of their social and economic development.
27 - ولا تزال العقبات القائمة أمام إعمال حق الشعوب في تقرير المصير، لا سيما الشعوب الخاضعة للاستعمار أو الواقعة تحت أشكال أخرى من السيطرة الأجنبية أو الاحتلال الأجنبي تؤثر تأثيرا معاكسا على تحقيقها للتنمية الاجتماعية والاقتصادية.

Hence the need to ensure respect for human rights, meaning in some cases that the door must not be left open to foreign domination or the anarchy that was the antithesis of human rights.
ومن هنا تظهر ضرورة ضمان احترام حقوق الإنسان، وهو ما يعني في بعض الحالات عدم ترك الباب مفتوحاً أمام السيطرة الأجنبية أو أمام الفوضى التي هي نقيض حقوق الإنسان.

Terrorism should not be equated with the legitimate struggle of peoples under colonial or alien domination and foreign occupation for self-determination and national liberation.
111-4 ولا تجوز مساواة الإرهاب بالنضال المشروع للشعوب الواقعة تحت نير الاستعمار أو السيطرة الأجنبية أو الاحتلال الأجنبي أو من أجل تقرير المصير أو تحرير الوطن.

7. Reaffirms the right to self-determination of peoples that remain under colonial or other forms of alien domination or foreign occupation, in conformity with the Charter and the relevant resolutions of the United Nations;
7 - تؤكد من جديد ما للشعوب التي لا تزال خاضعة للسيطرة الاستعمارية أو أي شكل آخر من أشكال السيطرة الأجنبية أو الاحتلال الأجنبي من حق في تقرير المصير، وفقا للميثاق وقرارات الأمم المتحدة ذات الصلة؛

8. Under these conditions States can be regarded as formally constituted actors, while peoples under colonial or other forms of alien domination or foreign occupation can be seen as informal actors.
8- وبحكم هذه الشروط، يمكن اعتبار الدول جهات فاعلة منشأة بطرق رسمية والشعوب الخاضعة للهيمنة الاستعمارية أو غيرها من أشكال السيطرة الأجنبية أو الاحتلال الأجنبي جهات فاعلة غير رسمية.

5. Reaffirming also the right of self-determination of all peoples, taking into account the particular situation of peoples under colonial or other forms of alien domination or foreign occupation, and recognizing the rights of peoples to take legitimate action in accordance with the Charter of the United Nations to realize their inalienable right of self-determination.
5 - وإذ تؤكد مجددا حق جميع الشعوب في تقرير المصير، مع مراعاة الحالة الخاصة للشعوب الخاضعة للسيطرة الاستعمارية أو غير ذلك من أشكال السيطرة الأجنبية أو الاحتلال الأجنبي، وتسلم بحق الشعوب في اتخاذ أي إجراء مشروع، وفقا لميثاق الأمم المتحدة، لإعمال حقها، الذي لا يقبل التصرف، في تقرير المصير.

[2. 27- ولا تزال العقبات القائمة أمام إعمال حق الشعوب في تقرير المصير، لا سيما الشعوب الخاضعة للاستعمار أو الواقعة تحت أشكال أخرى من السيطرة الأجنبية أو الاحتلال الأجنبي تؤثر تأثيرا معاكسا على تحقيقها للتنمية الاجتماعية والاقتصادية.

" Taking into account the particular situation of peoples under colonial or other forms of alien domination or foreign occupation, the World Conference on Human Rights recognizes the right of peoples to take any legitimate action, in accordance with the Charter of the United Nations, to realize their inalienable right of self-determination.

Taking into account the particular situation of peoples under colonial or other forms of alien domination or foreign occupation, the World Conference on Human Rights recognizes the right of peoples to take any legitimate action, in accordance with the Charter of the United Nations, to realize their inalienable right of self-determination. "
وإن المؤتمر العالمي لحقوق الإنسان، إذ يأخذ في اعتباره الحالة الخاصة للشعوب الخاضعة للسيطرة الاستعمارية أو غير ذلك من أشكال السيطرة الأجنبية أو الاحتلال الأجنبي، يسلم بحق الشعوب في اتخاذ أي إجراء مشروع، وفقاً لميثاق الأمم المتحدة، لإعمال حقها، الذي لا يقبل التصرف، في تقرير المصير " .

The right of self-determination, taking into account the particular situation of peoples under colonial or other forms of alien domination or foreign occupation, had been reaffirmed in the Declaration on the Occasion of the Fiftieth Anniversary of the United Nations (A/RES/50/6).
وأضاف أن الإعلان الذي صدر بمناسبة الذكرى الخمسين للأمم المتحدة أعاد تأكيد حق جميع الشعوب في تقرير المصير مع مراعاة الحالة الخاصة للشعوب الخاضعة للاستعمار وغيره من أشكال السيطرة الأجنبية أو الاحتلال الأجنبي A/RES/50/6)).

" Recognizing that democracy is incompatible with the situation of peoples living under colonial or other forms of alien domination or foreign occupation, since for those peoples democracy is dramatically undermined and human rights and fundamental freedoms are systematically violated, " . " 3.
" وإذ تسلّم بأن الديمقراطية تتنافى مع حالة الشعوب الواقعة تحت السيطرة الاستعمارية وغير ذلك من أشكال السيطرة الأجنبية أو الاحتلال الأجنبي، ذلك لأن الديمقراطية في حالة هذه الشعوب تقوض بصورة مذهلة وتتعرض حقوق الإنسان وحرياته الأساسية لانتهاكات منتظمة، " .

" 2. Add a new preambular paragraph 3 quater, reading as follows: `Recognizing that democracy is incompatible with the situation of peoples living under colonial or other forms of alien domination or foreign occupation, since for those peoples democracy is dramatically undermined and human rights and fundamental freedoms are systematically violated;'
" 2- تضاف فقرة جديدة إلى الديباجة هي الفقرة 3 مكررة ثانياً ونصها كما يلي: `وإذ تسلّم بأن الديمقراطية تتنافى مع حالة الشعوب الواقعة تحت السيطرة الاستعمارية وغير ذلك من أشكال السيطرة الأجنبية أو الاحتلال الأجنبي، ذلك لأن الديمقراطية في حالة هذه الشعوب تقوض بصورة مذهلة وتتعرض حقوق الإنسان وحرياته الأساسية لانتهاكات منتظمة؛`

" Refugee " is also applied to every person who, owing to external aggression, occupation, foreign domination or events seriously disturbing public order in either part or the whole of his country of origin or nationality, is compelled to leave his place of habitual residence in order to seek refuge in another place outside his country of origin or nationality.
وتنطبق أيضا عبارة " اللاجئ " على أي شخص يضطر، بسبب الاعتداء الخارجي أو الاحتلال أو السيطرة الأجنبية أو الأحداث التي تخل على نحو خطير بالنظام العام، سواء في أي جزء من بلد منشئه أو جنسيته أو البلد برُمته، إلى مغادرة محل إقامته المعتاد التماسا للملجأ في مكان آخر خارج بلد منشئه أو جنسيته.

The new instrument should in no way deny the right of peoples to self-determination and should make a clear distinction between terrorism and the legitimate struggle for freedom and independence of peoples under foreign domination or colonial rule; as recognized in many General Assembly resolutions, including resolution 46/51, liberation struggles did not constitute terrorism.
وقال إن الصك الجديد لا ينبغي بحال من الأحوال أن ينكر حق الشعوب في تقرير المصير. وينبغي له أن يفرق تفرقة واضحة بين الإرهاب والحق المشروع للشعوب الواقعة تحت السيطرة الأجنبية أو الحكم الاستعماري في الكفاح من أجل حريتها واستقلالها، لأن معارك التحرير لا تعتبر إرهابا كما سلمت بذلك قرارات كثيرة من قرارات الجمعية العامة ومنها القرار 46/51.

74. It was important that the final document of the Conference should assert States' right of self-defence as set forth in Article 51 of the Charter of the United Nations, as well as the right of peoples to self-determination, especially peoples still under the colonial yoke or any other forms of foreign domination or occupation.
74 - ومضى فقال إن من الضروري أن تتضمن الوثيقة الختامية للمؤتمر تأكيدا على حق الدول في الدفاع المشروع عن النفس وفقا لما نصت عليه أحكام المادة (51) من ميثاق الأمم المتحدة، وكذلك حــق الشعـــوب فــي تقرير المصير، ولا سيما تلك الشعوب التي لا تزال ترزح تحت نير السيطرة الاستعمارية أو أي شكل آخر من أشكال السيطرة الأجنبية أو الاحتلال الأجنبي.

118.4 Terrorism should not be equated with the legitimate struggle of peoples under colonial or alien domination and foreign occupation for self-determination and national liberation.
118-4 ولا تجوز مساواة الإرهاب بالنضال المشروع للشعوب الواقعة تحت نير الاستعمار أو السيطرة الأجنبية أو الاحتلال الأجنبي أو من أجل تقرير المصير أو تحرير الوطن.

In this regard and in accordance with the UN Charter, international law and the relevant UN resolutions, the struggle of peoples under colonial or alien domination and foreign occupation for self-determination and national liberation does not constitute terrorism; and
وفي هذا الصدد، وبموجب ميثاق الأمم المتحدة، والقانون الدولي، وقرارات الأمم المتحدة ذات الصلة، لا يعتبر نضال الشعوب تحت نير الاستعمار أو السيطرة الأجنبية أو الاحتلال الأجنبي ومن أجل تقرير المصير وتحرير الأوطان، إرهابا()؛ و
