17. Also decides that measures should be taken to eliminate the appearance of conflict of interest, and towards this end requests the Secretary-General to proceed with the transfer of the responsibility for formulating decisions on appeals from the Department of Management of the Secretariat to the Office of the Secretary-General;

14. In paragraph 17 of its resolution 59/283, the General Assembly decided that measures should be taken to eliminate the appearance of conflict of interest and to this end requested the Secretary-General to proceed with the transfer of the responsibility for formulating decisions on appeals from the Department of Management of the Secretariat to the Office of the Secretary-General.

8. The two recommendations that had not been implemented required the Department of Management of the Secretariat to introduce procedures that were sufficient to mitigate exchange rate risks and losses, and a decision to set up specific arrangement for funding UN-Habitat's liabilities for end-of-service and post-retirement benefits.

Since 2007, every year at the end of August or in early September, the Institute co-organizes the annual retreat of the Secretary-General and his senior staff in Turin, in partnership with the United Nations System Staff College and the Department of Management of the Secretariat.

146. In its resolution 63/253, the General Assembly requested the Secretary-General to further clarify the role of the Department of Management of the Secretariat in the evaluation process, in order to ensure the appropriate independence of the Management Evaluation Unit.

With regard to the administration of justice in operative paragraph 17 of resolution 59/283, the General Assembly decided that measures should be taken to eliminate the appearance of conflict of interest and, to that end, requested the Secretary-General to proceed with the transfer of responsibility for formulating decisions on appeals from the Department of Management of the Secretariat to the Executive Office of the Secretary-General.

10. As outlined in paragraphs 8 and 9 above, the existing staff resources of UNIFIL, as well as staff resources in the Department of Peacekeeping Operations and the Department of Management of the Secretariat at Headquarters approved for the 2006/07 period in the context of the support account for peacekeeping operations, would be insufficient to accommodate the substantial additional surge requirements for the backstopping of UNIFIL.

Upon enquiry, the Committee was informed that the influenza pandemic preparedness coordinator at Headquarters was appointed in May 2006 and served in that capacity until July 2007, when the functions were taken over by the Department of Management of the Secretariat (see para. 6 below).
