III. THE IMPACT OF THE ACTIVITIES OF private companies offering MILITARY ASSISTANCE, CONSULTANCY AND SECURITY SERVICES ON THE INTERNATIONAL MARKET 46 - 52 12
ثالثاً- الأثر المترتب على أنشطة الشركات الخاصة التي تقدم المساعدة العسكرية والمشورة والخدمات الأمنية في السوق الدولية 46-52 13

(b) To make proposals on possible means of regulation and international supervision of the activities of private companies offering military assistance, consultancy and security services on the international market;

47. Second, it regulates private companies providing security services.

Its position condemning mercenary activities is firm and it even has a law prohibiting any kind of mercenary activity, having moved ahead in the regulation and supervision of private companies that offer security services internationally so as to prevent them from employing mercenaries and intervening in armed conflicts in other countries.

Armenia and Azerbaijan informed the Working Group that no clear and specific ban had been imposed on private companies that offered military and security consultancy and services, intervening in armed conflicts.

For the purposes of the present report, the Working Group refers to private military and security companies as including private companies that perform all types of security assistance, training, intelligence and other consulting services, including unarmed logistical support, armed security guards, and those involved in defensive or offensive military and/or security-type activities, particularly in situations of armed conflict.

For the purposes of this report, and while recognizing the definitional challenges, the Working Group refers to private military and private security companies (hereinafter PMSCs) as including private companies which perform all kinds of security assistance, training, provision and consulting services, including unarmed logistical support, armed security guards, and those involved in defensive or offensive military activities.
