I. INTRODUCTION 1. Pursuant to paragraph 19 of General Assembly resolution 64/259, " Towards an accountability system in the United Nations Secretariat " , the Joint Inspection Unit (JIU) included in its 2010 programme of work a review on possible measures to further enhance transparency in the selection and appointment process of senior managers.

As a result, the General Assembly, in paragraph 19 of its resolution 64/259 of 29 March 2010, requested the Joint Inspection Unit to submit a report on possible measures to further enhance transparency in the selection and appointment process of senior managers at the main part of its sixty-sixth session.

The Inspectors believe that implementation of the following guidelines in tandem with the process outlined in the Secretary General's accountability report (para. 40 above) coupled with the establishment of a dedicated website designed to convey specific information as per paragraph 88 below should further enhance transparency in the selection and appointment process of senior managers. The added projects are a mandated system-wide Review of United Nations institutional arrangements for South-South and triangular cooperation for development, which was accommodated under the proviso that resources would be provided to fund technical expertise and travel, and the mandated Review on possible measures to further enhance transparency in the selection and appointment process of senior managers in the United Nations Secretariat.

The Unit is compelled to bring to the attention of the General Assembly difficulties which it encountered in 2010 in obtaining information and data from the United Nations Secretariat relevant for the preparation of the report mandated by the General Assembly (General Assembly resolution 64/259, para. 19) on transparency in the selection and appointment process of senior managers in the United Nations Secretariat.

The General Assembly in paragraph 19 of its resolution 64/259, recalling paragraph 28 of the report of the Advisory Committee (A/64/683 and Corr.1), requested the Joint Inspection Unit to submit a report, at the main part of its sixty-sixth session, on possible measures to further enhance transparency in the selection and appointment process of senior managers.
