Article 94 (3) and (4) refers to specific measures to be taken to ensure safety at sea, including, inter alia, the manning of ships, labour conditions and the training of crews, taking into account applicable international instruments under article 94 (3) (b), and under article 94 (4) (a), that each ship, before registration and thereafter at appropriate intervals, is surveyed by a qualified surveyor.

58. Article 94 (3) of the 1982 Convention provides that " every State shall take such measures for ships flying its flag as are necessary to ensure safety at sea with regard, inter alia, to (a) the construction, equipment and seaworthiness of ships and (b) the manning of ships, labour conditions and the training of crews, taking into account the applicable international instruments " .
58 - وتنص الفقرة (3) من المادة 94 في اتفاقية سنة 1982 على أن " تتخذ كل دولة، بالنسبة إلى السفن التي ترفع علمها، ما يلزم من التدابير لتأمين السلامة اللازمة في البحار وذلك فيما يتعلق بعدة أمور، منها: (أ) بناء السفن ومعداتها وصلاحيتها للإبحار، (ب) تكوين طواقم السفن وشروط العمل الخاصة بهم وتدريبهم، آخذة في الاعتبار الصكوك الدولية المنطبقة " .
