70. In its resolution 7/35 of 28 March 2008, the Council requested the independent expert on the situation of human rights in Somalia to submit a report to the Council at its sessions in September 2008 and March 2009.
70- طلب المجلس في قراره 7/35 المؤرخ 28 آذار/مارس 2008، إلى الخبير المستقل المعني بحالة حقوق الإنسان في الصومال أن يقدم تقريراً إلى المجلس في دورتيه المقرر عقدهما في أيلول/سبتمبر 2008 وآذار/مارس 2009.

Against this background, the Peace and Security Council called upon all the people of Somalia to cooperate with and support AMISOM and condemned the isolated elements who carried out attacks against the Mission and their attempts to undermine the ongoing peace and reconciliation process in Somalia.

The security of, and access to, seaports and airports, the protection of offices, residences and warehouses, the capacity to escort convoys and a rapid evacuation capability are considered by the United Nations agencies and NGOs operating in Somalia to be essential to their humanitarian work.
وتعتبر وكالات اﻷمم المتحدة والمنظمات غير الحكومية العاملة في الصومال أن من الجوهري لعملها الانساني كفالة أمن الموانئ والمطارات وامكانية الوصول إليها وحماية المكاتب ومقار السكن والمخازن والقدرة على حراسة القوافل والقدرة على الاجلاء السريع.

The Assembly appealed to all the Somali parties concerned to terminate hostilities and to engage in a national reconciliation process that would allow for such transition, and called upon all parties, movements and factions in Somalia to respect fully the security and safety of personnel of the United Nations and its specialized agencies and of non-governmental organizations.
وناشدت الجمعية العامة جميع اﻷطراف الصومالية المعنية إنهاء اﻷعمال العدائية والدخول في عملية للمصالحة الوطنية تسمح بتحقيق هذا الانتقال، وطلبت الى جميع اﻷطراف والحركات والفصائل في الصومال أن تحترم على الوجه التام أمن وسلامة موظفي اﻷمم المتحدة ووكالاتها المتخصصة وموظفي المنظمات غير الحكومية.

It must be recognized that, for the objectives of UNOSOM to be achieved, the battle for the hearts and minds of all Somalis must be won.
ويجب التسليم، بأنه إذا أريد ﻷهداف عملية اﻷمم المتحدة في الصومال أن تنجح، فيجب تحقيق النصر في معركة كسب قلوب كل الصوماليين وعقولهم.

The international community will also need to encourage the recent signs of harmonization of the divergent positions in the subregion vis-à-vis Somalia if the peace process in Somalia is to enjoy the maximum chances of success.
ويتعين على المجتمع الدولي أيضا أن يشجع الدلائل التي ظهرت مؤخرا للتوفيق بين المواقف المتباعدة في المنطقة دون الإقليمية إزاء الصومال إذا أريد لعملية السلام في الصومال أن تحظى بأقصى فرص النجاح.

I also directed AMISOM to continue doing everything in its power to provide security for humanitarian personnel and to facilitate access to those in need.
وأوعزتُ أيضا إلى بعثة الاتحاد الأفريقي في الصومال أن تواصل بذل كل ما في طاقتها لتوفير الأمن للعاملين في مجال المساعدة الإنسانية ولتيسير وصولهم إلى مَن هم في حاجة إليها.
