V. universality and non-compliance
خامساً - العالمية وعدم الامتثال

As human rights, all of them must conform to the principles of universality and indivisibility.
23- ويجب أن تكون هذه الأهداف كلها، باعتبارها من حقوق الإنسان، متفقة مع مبدأي العالمية وعدم القابلية للتجزئة(11).

He emphasized that under the principles of universality and indivisibility the right to self-determination should not be limited, but he noted that a balance must be struck between respect for the right of self-determination and the need to protect the integrity and stability of States, as enunciated in the Declaration on Friendly Relations.
وشدد على وجوب عدم الحد من حق تقرير المصير بموجب مبادئ العالمية وعدم التجزئة، لكنه نبﱠه إلى أنه يجب التوصل إلى توازن بين احترام حق تقرير المصير وضرورة حماية سلامة الدول واستقرارها، كما جاء في إعلان العلاقات الودية.
