ويؤكد نص مشروع القرار ضرورة المحافظة على السلامة اﻹقليمية لكامل اﻷرض الفلسطينية المحتلة وضمان حرية انتقال اﻷشخاص ونقل السلع داخل هذه اﻷرض الفلسطينية إلى جانب حرية الحركة مع العالم الخارجي في الاتجاهين.
