It was noted that the growing number of urban residents, including the poor, underscored the need to improve urban public services and ensure equitable access to safe housing, water, sanitation, health, education, transport and other fundamental services promoting social integration and protecting human rights.
64 - وأُشير إلى أنّ تزايد عدد سكان المدن، بمن فيهم الفقراء، يؤكّد على ضرورة تحسين الخدمات العامة الحضرية وضمان تكافؤ فرص الحصول على السكن الآمن والاستفادة من المياه والصرف الصحي والخدمات الصحية والتعليم والنقل وغير ذلك من الخدمات الأساسية التي تعزّز الإدماج الاجتماعي وتحمي حقوق الإنسان.

Invites Governments and local authorities to facilitate the use of urban public spaces such as streets, parks and markets to foster social, cultural, economic and environmental convergences so that all citizens enjoy access to public spaces in a socially just landscape and under resilient environmental conditions;
2 - يدعو الحكومات والسلطات المحلية لتيسير استخدام الأماكن العامة الحضرية مثل الشوارع والحدائق والأسواق من أجل تعزيز التقارب الاجتماعي والثقافي والاقتصادي والبيئي، حتى تتوفر لجميع المواطنين فرص الوصول إلى الأماكن العامة، في مساحات طبيعية عادلة اجتماعياً وفي ظروف من القدرة على التواؤم البيئي؛

وهي تتصل بخصخصة اﻷراضي العامة الحضرية )١٩٩١( وبيع اﻷراضي التابعة للدولة للسكان بالمزاد دون قيود فيما يتعلق بمساحة المقاسم أو أغراض استخدامها )٥٩٩١(. وشهد عام ٤٩٩١ اعتماد قانون ضريبة اﻷراضي وقانون ضريبة الملكية.
