A failure to obtain the approval within the time specified in the solicitation documents shall not extend the period of effectiveness of submissions specified in the solicitation documents or the period of effectiveness of the tender security required under article 17 of this Law, unless extended under the provisions of this Law.
ولا يؤدِّي عدمُ الحصول على الموافقة في غضون الفترة المحددة في وثائق الالتماس إلى تمديد مدة سريان مفعول العروض المقدَّمة المحددة في تلك الوثائق أو مدة سريان مفعول ضمانة العطاء المطلوبة بمقتضى المادة 17 من هذا القانون، ما لم تمدَّد هذه المدة بموجب أحكام هذا القانون.

(b) Information relating to the examination and evaluation of submissions, and submission prices, other than the summary referred to in subparagraph (t) of paragraph (1) of this article.
(ب) معلومات تتعلق بفحص العروض المقدَّمة وتقييمها وبأسعار العروض المقدّمة، فيما عدا الملخص المشار إليه في الفقرة الفرعية (ر) من الفقرة (1) من هذه المادة.

1. At any stage of the procurement proceedings, the procuring entity may ask a supplier or contractor for clarifications of its qualification information or of its submission, in order to assist in the ascertainment of qualifications or the examination and evaluation of submissions.
1- يجوز للجهة المشترية، في أيِّ مرحلة من مراحل إجراءات الاشتراء، أن تطلب من المورّد أو المقاول إيضاحات بشأن المعلومات المتعلّقة بمؤهلاته أو بشأن عروضه، لمساعدتها في التأكّد من المؤهلات أو فحص العروض المقدَّمة وتقييمها.

6. In evaluating submissions and determining the successful submission, the procuring entity shall use only those criteria and procedures that have been set out in the solicitation documents and shall apply those criteria and procedures in the manner that has been disclosed in those solicitation documents.
6- لدى تقييم العروض المقدَّمة وتحديد العرض المقدَّم الفائز، تستخدِم الجهةُ المشترية المعايير والإجراءات المبيّنة في وثائق الالتماس فقط، وتطبّق تلك المعايير والإجراءات المبيّنة على النحو المفصح عنه في تلك الوثائق.

1. At any stage of the procurement proceedings, the procuring entity may ask a supplier or contractor for clarification of its qualification information or of its submission, in order to assist in the ascertainment of qualifications or the examination and evaluation of submissions.
1- يجوز للجهة المشترية، في أيِّ مرحلة من مراحل إجراءات الاشتراء، أن تطلب من الموَرِّد أو المقاول إيضاحات بشأن المعلومات المتعلّقة بمؤهلاته أو بشأن عروضه، لمساعدتها في التأكّد من المؤهلات أو فحص العروض المقدَّمة وتقييمها.

(b) Information relating to the examination and evaluation of submissions, other than the summary referred to in subparagraph (t) of paragraph 1 of this article.
(ب) معلوماتٍ تتعلق بفحص العروض المقدَّمة وتقييمها، فيما عدا الملخص المشار إليه في الفقرة الفرعية (ر) من الفقرة 1 من هذه المادة.

(c) The procuring entity shall evaluate all submissions received and determine the successful submission in accordance with the evaluation criteria and the procedures set out in the invitation to present submissions;
(ج) تقيِّم الجهةُ المشترية جميعَ العروض المقدَّمة التي تتلقاها وتحدّد العرض المقدَّم الفائز وفقاً لمعايير التقييم والإجراءات المُبيَّنة في الدعوة إلى تقديم العروض؛

However, there appeared to be no reason not to merge the two subparagraphs, since the reference to information relating to the examination and evaluation of submissions could be included in subparagraph (a) without prejudice to the intention of subparagraph (b).
ومع ذلك، لا يبدو أنَّ ثمة سببا يمنع دمج الفقرتين الفرعيتين على اعتبار أنَّ الإشارة إلى المعلومات المتعلقة بفحص العروض المقدَّمة وتقييمها يمكن إدراجها في الفقرة الفرعية (أ) من دون المساس بالغرض من الفقرة الفرعية (ب).

(c) The procuring entity shall evaluate all submissions received and determine the successful submission in accordance with the evaluation criteria and the procedures set out in the invitation to present submissions;
(ج) تقيِّم الجهة المشترية جميع العروض المقدَّمة التي تتلقاها وتحدّد العرض المقدَّم الفائز وفقاً لمعايير التقييم والإجراءات المُبيّنة في الدعوة إلى تقديم العروض؛

A technique applied in the evaluation of submissions that permits the procuring entity to accord a more favourable treatment to some suppliers or contractors or goods (usually domestic suppliers or contractors or domestically produced goods) in comparison with others.
هو أسلوب يُطبَّق في تقييم العروض المقدَّمة ويتيح للجهة المشترية أن تحبِّذ بعض المورِّدين أو المقاولين أو بعض السلع (عادةً ما يكون ذلك التحبيذ للمورِّدين أو المقاولين المحليين أو للسلع المنتَجة محلياً) على المورِّدين أو المقاولين الآخرين أو السلع الأخرى.
