By resolution 1995/23, the Council invited the General Assembly to consider providing the Economic Commission for Africa with additional resources, allocated within the regular budget, to enable it to pursue the major activities of the programme for the Second Transport and Communication Decade in Africa.

1. Urges Member States to make every effort to implement the programme for the Second Transport and Communications Decade in Africa by undertaking, inter alia, the following specific activities:
١ - يحث الدول اﻷعضاء على بذل قصارى جهودها من أجل تنفيذ برنامج العقد الثاني للنقل والاتصالات في افريقيا، بالاضطلاع، في جملة أمور، باﻷنشطة المحددة التالية:

334. The Commission continued its support for regional capacity-building programmes, in particular the Second Transport and Communications Decade in Africa and the Second Industrial Development Decade for Africa.

12. At the 50th meeting, on 24 July, the Council considered draft resolution I entitled " Implementation of phase II of the programme for the Second Transport and Communications Decade in Africa " , recommended by the Economic Commission for Africa (E/1995/40, sect. I.A).

In addition, ICAO continued to play a very active role in the Second Transport and Communications Decade in Africa (1991-2000) by contributing to the work of the Resources Mobilization Committee, which has prepared a list of projects for the Decade.

In the area of transport and communication development, the secretariat concentrated its efforts on carrying out programmed activities relating to international cooperation, parliamentary services, operational activities, ad hoc expert group meetings and coordination, harmonization and liaison activities with respect to the implementation of the programme of the Second Transport and Communications Decade in Africa.

12. Decides that the Resource Mobilization Committee for the Second Transport and Communications Decade in Africa shall henceforth be known as the Advisory Committee on Programme Promotion for the Second Transport and Communications Decade in Africa, and adopts the terms of reference of that Committee, as set out in the report of the Conference of African Ministers of Transport and Communications on its tenth meeting; E/ECA/TCD/MIN/95/100.
١٢ - يقرر تغيير اسم لجنة تعبئة الموارد للعقد الثاني للنقل والاتصالات في افريقيا ليصبح من اﻵن فصاعدا اللجنة الاستشارية لدعم برنامج العقد الثاني للنقل والاتصالات في افريقيا، ويعتمد اختصاصاتها على النحو الوارد في مؤتمر وزراء النقل والاتصالات الافريقيين عن اجتماعه العاشر)٧١(؛
