More than 10 years ago, Kazakhstan launched the initiative on the creation of a comprehensive security structure in Asia, the Conference on Interaction and Confidence-building Measures in Asia (CICA).

Our country is actively working on issues related to the Conference on Interaction and Confidence-building Measures in Asia (CICA), which we treat as an important and useful forum for the exchange of views on security issues in the Asian region.

Already, in 1992, in a statement in the United Nations, President Nazarbaev put forward an initiative to convene the Conference on Interaction and Confidence-building Measures in Asia, in keeping with the spirit of the United Nations and its practical activities aimed at strengthening regional security.

In Almaty on 14 September this year, after seven years of talks and discussion, the first meeting of the Ministers for Foreign Affairs of the Asian States members of the Conference on Interaction and Confidence-building Measures in Asia (A/54/368) took place, with representatives of 16 countries attending.

Organized crime currently threatened regional as well as international security and the Declaration on the Principles Guiding Relations among the States Members of the Conference on Interaction and Confidence-building Measures in Asia (CICA), contained in document A/54/368, adopted on 14 September 1999, had stressed the need to strengthen cooperation in social fields such as the fight against drug trafficking, drug abuse and organized crime.
