They also reaffirmed that the use by the States Parties, in any way and under any circumstances, of microbial or other biological agents or toxins, that is not consistent with prophylactic, protective or other peaceful purposes, is effectively a violation of Article I of the convention.

States parties to the Convention undertake not to develop, produce, stockpile, or in any way acquire or retain biological agents or toxins of types and in quantities that have no justification for prophylactic, protective or other peaceful purposes.
وتتعهد الدول اﻷطراف في الاتفاقية بألا تعمد الى استحداث العوامل البيولوجية أو التكسينات أو إنتاجها أو تخزينها أو اقتنائها على أي نحو أو الاحتفاظ بها اذا كانت من أنواع وبكميات لا مبرر لها ﻷغراض الوقاية أو الحماية أو غير ذلك من اﻷغراض السلمية.

9. Recognizing the value of developing national frameworks for the oversight of science as part of their efforts to exclude the possibility of biological agents or toxins being used as weapons, States Parties should:
