The Fourth Review Conference affirmed that the use by States Parties, in any way and under any circumstances, of microbial or other biological agents or toxins, that is not consistent with prophylactic, protective or other peaceful purposes, is effectively a violation of Article I of the Convention. 6- وأكد المؤتمر الاستعراضي الرابع أن استعمال الدول الأطراف للعوامل الجرثومية أو العوامل البيولوجية الأخرى أو التكسينات بأي وسيلة وتحت أي ظروف، على نحو لا يتسق مع أغراض الوقاية أو الحماية أو غيرها من الأغراض السلمية هو فعلياً انتهاك للمادة الأولى من الاتفاقية. [IV.I.3]

(ii) Strongly reaffirm that the use by the States Parties, in any way and under any circumstances, of microbial or other biological agents or toxins, that is not consistent with prophylactic, protective or other peaceful purposes, is effectively a violation of Article I of the Convention.

The Conference emphasizes that " microbial or other biological agents, or toxins " referred to in Article I of the Convention include only the agents capable of being transformed to biological weapons against human, animals and plants.
6- ويشدد المؤتمر على أن " العوامل الجرثومية أو العوامل البيولوجية الأخرى " المشار إليها في المادة الأولى من الاتفاقية لا تشمل سوى العوامل التي يمكن تحويلها إلى أسلحة بيولوجية لاستخدامها ضد الإنسان والحيوان والنبات.

8. The Fourth and Sixth Review Conferences reaffirmed that the use by States Parties, in any way and under any circumstances, of microbial or other biological agents or toxins, that is not consistent with prophylactic, protective or other peaceful purposes, is effectively a violation of Article I. 8- أكد المؤتمران الاستعراضيان الرابع والسادس من جديد أن استعمال الدول الأطراف للعوامل الجرثومية أو العوامل البيولوجية الأخرى أو التكسينات بأي وسيلة وتحت أي ظروف، على نحو لا يتسق مع أغراض الوقاية أو الحماية أو غيرها من الأغراض السلمية يمثل بالفعل انتهاكاً للمادة الأولى من الاتفاقية. 5- أكد المؤتمران الاستعراضيان الثالث والرابع من جديد أن الاتفاقية تحظر استحداث وإنتاج وتخزين العوامل الجرثومية أو العوامل البيولوجية الأخرى أو التكسينات الضارة بالنباتات والحيوانات إلى جانب ضررها بالإنسان، بأنواع وكميات لا مبرر لها لأغراض الوقاية أو الحماية أو الأغراض السلمية الأخرى، وتحظر اقتناءها أو حفظها على أي نحو آخر.
