Recognizing that Cambodia's tragic recent history requires special measures to assure the protection of human rights and the non-return to the policies and practices of the past, the Royal Government has pursued an active policy to ensure respect for human rights and fundamental freedoms for all in Cambodia without discrimination as to race, sex or religion.
وإذ تدرك الحكومة الملكية أن التاريخ المأساوي الحديث لكمبوديا يتطلب اتخاذ تدابير خاصة لضمان حماية حقوق اﻹنسان وعدم العودة إلى سياسات وممارسات الماضي، فإن هذه الحكومة اتبعت سياسة نشطــة لضمان احترام حقوق اﻹنســان والحريــات اﻷساسية للجميع في كمبوديا دون تمييز على أساس العرق أو الجنس أو الدين.

7. Encourages the Government of Cambodia and the international community to provide all necessary assistance to the Extraordinary Chambers in the Courts of Cambodia, which would help ensure the non-return to the policies and practices of the past, as envisioned by the 1991 Agreement on a Comprehensive Political Settlement of the Cambodia Conflict;
7- يشجع حكومة كمبوديا والمجتمع الدولي على تقديم كل ما يلزم من مساعدة إلى الدوائر الاستثنائية في محاكم كمبوديا، الأمر الذي من شأنه أن يساعد في ضمان عدم العودة إلى سياسات الماضي وممارساته، وفقاً لما ينص عليه اتفاق عام 1991 المتعلق بتسوية سياسية شاملة للنزاع في كمبوديا؛

It was pointed out that the present crisis could be an opportunity to promote innovative patterns of growth, and to rethink and rebalance development agendas - not just to return to the policies of the past.
