The second preambular paragraph of the resolution refers to Article 2, paragraph 7, of the Charter of the United Nations, which declares that the United Nations is not authorized to intervene in matters within the domestic jurisdiction of any State.
فقد أشار القرار في الفقرة التمهيدية الثانية إلى الفقرة السابعة من المادة الثانية من ميثاق اﻷمم المتحدة التي تحظر على اﻷمم المتحدة التدخل في الشؤون التي هي من صميم السلطان الداخلي لدولة ما.

9. The eleventh preambular paragraph states that the Council is determined to ensure Iraq's compliance with resolution 687 (1991).

His delegation fully supported the right to self-determination, as provided for in draft article 18, paragraph 1, of the coordinator's text, but it would be willing to emphasize the point in a new preambular paragraph.

7. The ninth preambular paragraph accuses Iraq of terrorism and human rights abuses and of failing to cooperate in respect of missing persons and property.

As regards the fourteenth preambular paragraph of the resolution, my delegation finds strange the reference in it to an IAEA draft resolution that was introduced on 19 September 1995 but was not adopted by the IAEA General Conference and is still the subject of consultations.
أما فيما يتعلق بما ورد في الفقرة التمهيدية الرابعة عشرة من ديباجــة هــــذا القرار، فإن وفدي يستغرب اﻹشارة في هذا القرار إلى " مشروع قرار " عُرض بتاريخ ١٩ أيلول/سبتمبر ١٩٩٥ ولم يُعتمد أصلا من قبل المؤتمر العام للوكالة، ولا يزال هذا المشروع خاضعا لمشاورات.

In the ninth preambular paragraph, the Assembly would note that the peace negotiations in the Middle East should be of a comprehensive nature and represent an appropriate framework for the peaceful settlement of contentious issues in the region.

3. The fourth preambular paragraph refers to Security Council resolution 678 (1990) which authorized Member States to use all necessary means to implement resolution 660 (1990) and subsequent resolutions in order to restore international peace and security in the area.

11. In the fourteenth preambular paragraph, the Council takes note of the letter dated 8 October 2002 from Mr. Blix and Mr. El-Baradei and expresses concern at the continued failure of the Government of Iraq to provide confirmation of the arrangements as laid out in that letter.

In the court's view, the words " these contract regulations " were to be understood just to refer to those in the introductory paragraph of such regulations.
