ويدين المجلس أعمال العنف والأنشطة الإرهابية التي تقوم بها حركة طالبان وتنظيم القاعدة وغيرهما من الجماعات العنيفة والمتطرفة والجماعات المسلحة غير القانونية بهدف زعزعة استقرار البلد.

وإذ يعرب عن قلقه إزاء ما تتركه أعمال العنف والأنشطة الإرهابية التي تقوم بها حركة طالبان وتنظيم القاعدة وغيرهما من الجماعات المتطرفة من عواقب وخيمة على قدرة حكومة أفغانستان على ضمان سيادة القانون وتوفير الخدمات الأساسية للشعب الأفغاني وكفالة تمتعه التام بما له من حقوق الإنسان والحريات الأساسية،

وإذ يدين أعمال العنف والأنشطة الإرهابية المتواصلة التي تقوم بها حركة الطالبان وتنظيم القاعدة وغيرهما من الجماعات العنيفة المتطرفة والجماعات المسلحة غير القانونية والمجرمين والضالعين في إنتاج المخدرات غير المشروعة أو تهريبها أو الاتجار بها،

Expressing its concern over the harmful consequences of violent and terrorist activities by the Taliban, AlQaida and other extremist groups on the capacity of the Government of Afghanistan to guarantee the rule of law, to provide security and basic services to the Afghan people and to ensure the full enjoyment of their human rights and fundamental freedoms,
