The Government of India is of the view that the Member States should initially examine the possibility of extending the mandates and improvement of functioning of existing jurisdictional and procedural mechanisms which have already been established within the United Nations framework, such as the United Nations Administrative Tribunal, for addressing the cases of alleged fraud against the United Nations.

The Working Group was established to study the establishment of a new jurisdictional and procedural mechanism or of the extension of mandates and improvement of the functioning of existing jurisdictional and procedural mechanisms to address alleged cases of fraud in the United Nations in an impartial manner, in accordance with due process of law and full respect for the rights of each individual concerned, especially the rights of defence.
