The crucial difference is that the use of air power in the former case implies that UNPROFOR could launch offensive action against Bosnian Serb elements which obstructed - or threatened to obstruct - UNPROFOR's military operations, as opposed to the purely defensive actions implied in the latter case.

Moreover, the possibility of using air power in and around the safe areas has led to the placing of conflicting demands on UNPROFOR that it could not reasonably fulfil without jeopardizing its security, impartiality and ability to implement its overall mandate.

I remain deeply concerned by current attacks on Sarajevo and on the Bihac pocket and note that the North Atlantic Council has asked the NATO military authorities, in consultation with the United Nations Peace Forces, to formulate proposals on the possible use of air power in these situations also.

These attacks prompted the decision by the Security Council, in its resolution 958 (1994) of 19 November 1994, to extend to the Republic of Croatia the authorization contained in its resolution 836 (1993) concerning the use of air power in and around the safe areas.
وأدت هذه الهجمات الى ما قرره مجلس اﻷمن في قراره ٩٥٨ )١٩٩٤( المؤرخ ١٩ تشرين الثاني/نوفمبر ١٩٩٤، من توسيع نطاق الترخيص الوارد في قراره ٨٣٦ )١٩٩٣( بشأن استخدام القوة الجوية في المناطق اﻵمنة وحولها ليشمل جمهورية كرواتيا.

We regard that letter as a step aimed at fulfilling the provisions of the relevant Security Council resolutions, which stipulate that decisions on all issues related to the use of air power in and around the safe areas in Bosnia and Herzegovina designed to support UNPROFOR in the performance of its mandate are under the authority of the Security Council and subject to close coordination with the Secretary-General.
ونحن نعتبر هذه الرسالة بمثابة خطوة ترمي الى تنفيذ أحكام قرارات مجلس اﻷمن ذات الصلة، التي تنص على أن القرارات المتعلقة بجميع المسائل التي تتصل باستخدام القوة الجوية في المناطق اﻵمنة في البوسنة والهرسك وما حولها بهدف دعم قوة اﻷمم المتحدة للحماية في قيامها بولايتها، تقع تحت سلطة مجلس اﻷمن وتخضع للتنسيق الوثيق مع اﻷمين العام.
