1-4-7 القيود الواردة في الإعلانات الانفرادية المعتمدة بمقتضى شرط اختياري لا يشكل تحفظا بمفهوم دليل الممارسة، القيد أو الشرط الوارد في إعلان انفرادي معتمد بمقتضى شرط اختياري.

(a) The restriction or limitation must not undermine or jeopardize the essence of the right of freedom of expression;
(أ) يجب ألا يقوّض القيد أو الحد المفروض جوهر الحق في حرية التعبير أو يعرضه للخطر؛

(b) The relationship between the right and the limitation/restriction or between the rule and the exception must not be reversed;
