The Special Rapporteur was not enabled by the Vietnamese authorities to visit Danang and the hamlet of Nghia in Quang Ngai province; he was thus not able to meet the Patriarch of the Unified Buddhist Church of Viet Nam (EBUV), Thich Huyen Quang.

(c) Van Ba Huynh (religious name: Thich Thien Minh), aged 48, Bonze of the Unified Buddhist Church of Viet Nam, residing in the province of Minh Hai, was arrested in 1979, in the province of Minh Hai.

28. FIDH and VCHR noted that the situation of the Unified Buddhist Church of Viet Nam (UBCV), adhered to by the majority of the Vietnamese population, is of particular concern.
28- ولاحظ الاتحاد الدولي لحقوق الإنسان ولجنـة فييت نام المعنيـة بحقوق الإنسان أن وضع الكنيسة البوذية الموحدة في فييت نام، التي ينتمي إليها أغلبية السكان الفييتناميين، يدعو إلى القلق بوجه خاص.

30. As a Buddhist priest and one of the leading figures of the Unified Buddhist Church of Vietnam, Thich Quang Do is obviously restricted in his liberty for his religious belief.
30- ومن الواضح أن ثيش كوانغ دو يتعرض لقيود على حريته في الاعتقاد الديني كراهب بوذي وكأحد الشخصيات البارزة في الكنيسة البوذية المتحدة.

The Special Rapporteur has been informed that in October 1994, Thich Nhat Ban, a Buddhist monk, was arrested on charges of “undermining religious solidarity” for his involvement with a Unified Buddhist Church of Viet Nam rescue mission to help flood victims.
12- أُبلغ المقرر الخاص أنه في تشرين الأول/أكتوبر 1994، ألقي القبض على ثيتش نهات بان، وهو كاهن بوذي بتهمة " تقويض التضامن الديني " بسبب مشاركته في بعثة إنقاذ نظمتها الكنيسة البوذية الموحدة في فييت نام لمساعدة ضحايا الفيضانات.

74. With regard to the cases of the bonzes Thich Khong Than and Thich Tue Sy of the Unified Buddhist Church of Viet Nam (see document E/CN.4/2000/65, para. 99), Viet Nam replied as follows:
74 - فيما يتعلق بقضية الراهبين تيش خونغ تان وتيش تو سي المنتميين إلى الكنيسة البوذية الموحدة لفييت نام (انظر E/CN.4/2000/65، الفقرة 99)، ردت فييت نام بما يلي:

44. The Special Rapporteur has studied the situation of Buddhists, in particular the United Buddhist Church of Viet Nam (EBUV) and the Khmers Krom community (descendants of the Khmers of the Angkor civilization, of Indian origin).
44- أولى المقرر الخاص اهتمامه لحالة البوذيين وبخاصة الكنيسة البوذية الموحدة لفييت نام وخمير كروم (سلالة خمير حضارة أنغور، الهندية المنشأ).

As from 7 March 1997, he is said to have been held by the Security Forces of the town of Hue, at the Tay Thien Pagoda (Buddhist Church of Viet Nam, State Church).
ويقال إن قوات اﻷمن في مدينة هو تحتجزه منذ ٧ آذار/مارس ٧٩٩١ في معبد تاي ثيان )الكنيسة البوذية لفييت نام، وهي كنيسة تابعة للدولة(.

8. Lastly, in the case of Van Ba Huynh, the Group notes that his arrest and his first sentence of life imprisonment for having “intended to overthrow the Revolutionary Government” were in fact related to his membership of the Unified Buddhist Church of Viet Nam.
٨- وأخيراً يلاحظ الفريق، فيما يتعلق بفان با هوينه، أن اعتقاله والحكم عليه بالسجن المؤبد في المرة اﻷولى ﻷنه كان " ينوي قلب نظام الحكم الثوري " كان في الواقع مرتبطاً بانتمائه إلى الكنيسة البوذية الموحدة لفييت نام.

The situation concerning each religious denomination as well as the case of the no-longer-existing " Unified Buddhist Church of Viet Nam " and the four persons convicted in November 1993 for their acts of deliberately causing public disturbance and destroying public properties were clearly explained in that letter.
وورد في تلك الرسالة تفسير واضح لحال كل طائفة دينية فضلاً عن قضية " الكنيسة البوذية الفييتنامية الموحدة " التي ما عاد لها وجود واﻷشخاص اﻷربعة الذين أدينوا في شهر تشرين الثاني/نوفمبر ٣٩٩١ بتهمة اﻹخلال المتعمد بالنظام العام وإتلاف الممتلكات العامة.

Together with the Chairman-Rapporteur of the Working Group on Arbitrary Detention, the Special Rapporteur sent an urgent appeal on 18 November 1999 concerning Thich Quang Do, a Buddhist monk, member of the Unified Buddhist Church of Vietnam (UBCV) and a human rights defender.
300- وجه المقرر الخاص إلى الحكومة، في 18 تشرين الثاني/نوفمبر 1999، نداءً عاجلاً مشتركاً مع رئيس - مقرر الفريق العامل المعني بالاحتجاز التعسفي بشأن تيش كوانغ دو، راهب بوذي وعضو في الكنيسة البوذية الموحدة لفييت نام ومدافع عن حقوق الإنسان.

In September 1999, in Ho Chi Minh City, the bonze Thich Nhat Ban was reportedly arrested twice by the police on charges of belonging to an illegal organization, the United Buddhist Church of Viet Nam (EBUV), and trying to overthrow the Government.
وفي أيلول/سبتمبر 1999، وفي مدينة هو شي منه يقال إنه تم استجواب الراهب تيش خونغ تان، مرتين من طرف الشرطة بتهمة الانتماء إلى منظمة غير شرعية أي الكنيسة البوذية الموحدة لفييت نام، ومحاولة الإطاحة بالحكومة.

Four dignitaries of the Unified Buddhist Church, Thich Tri Tuu, Hai Tang, Hai Chanh and Hai Thinh, who were sentenced to between three and four years' imprisonment on 15 November 1993, are said to have been transferred to the Nam Ha re-education camp (also called Ba Sao) in the Phu Ly district of Nam Ha province, in the north of the country.
وقيل إنه تم نقل أربعة من كبار رجالات الكنيسة البوذية الموحدة، ثيش تري توو، وهاي تانغ، وهاي شانه، وهاي ثينه المحكوم عليهم بتاريخ ٥١ تشرين الثاني/نوفمبر ٣٩٩١ بالسجن لمدد تتراوح بين ثلاثة وأربعة أعوام، إلى مخيم إعادة التربية نام ها )المسمى أيضاً ببا ساو( في مقاطعة فولي بإقليم نام ها في شمال البلد.

According to the information received, this threat has already been carried out among Christians (see the information concerning the Christians) and might also apply to the claims of the Unified Buddhist Church, said to be regarded as misrepresentation by the Government, and which are allegedly receiving more and more support among the population.
وتفيد المعلومات الواردة بأن هذه التهديدات نفذت في المسيحيين )انظر المعلومات المتصلة بالمسيحيين( وأنه يمكن أن تطبق على شكاوى الكنيسة البوذية الموحدة التي يقال إن الحكومة تعتبرها بمثابة تحريف للحقيقة ويقال إنها تحظى بتأييد متزايد من السكان.

While he received visits from local officials in hospital, Security Police physically impeded Thich Quang Do and other UBCV monks as they attempted to travel from Ho Chi Minh City to visit him.
وقد تلقى فعلاً زيارات من مسؤولين محليين وهو في المستشفى إلا أن شرطة الأمن منعت ثيش هوين كوانغ وغيره من رهبان الكنيسة البوذية من محاولة السفر إلى هو تشي منه لزيارته.
