وينبغي للوفود التي تقدم مشاريع اقتراحات إبلاغ أمين اللجنة أو أحد أعضاء المكتب، وينبغي لأولئك الذين يتقدمون بمشاريع قرارات تتطلب مفاوضات طويلة إعداد هذه المشاريع في أبكر وقت ممكن، واحترام الحدود الزمنية بدقة.

1- تعالج البلاغات بالترتيب الذي وردت به إلى الأمانة العامة، ما لم تقرر اللجنة أو أحد الأفرقة العاملة خلاف ذلك.

1 - تعالج الرسائل بالترتيب الذي وردت به إلى الأمانة العامة، ما لم تقرر اللجنة أو أحد الأفرقة العاملة خلاف ذلك.

4 - عندما تطلب اللجنة أو أحد الأفرقة العاملة اتخاذ تدابير مؤقتة بموجب هذه المادة، ينص الطلب على أنه لا يعني ضمنا الفصل في موضوع الرسالة.

4. Where the Committee or a working group requests interim measures under this rule, the request shall state that it does not imply a determination of the merits of the communication.
4- عندما تطلب اللجنة أو أحد الأفرقة العاملة أو أحد المقررين اتخاذ تدابير مؤقتة بموجب هذه المادة، ينص الطلب على أنه لا يعني ضمناً الفصل في الأسس الموضعية للبلاغ.

1 - عندما تتخذ اللجنة أو أحد الأفرقة العاملة قرارا بشأن المقبولية قبل ورود تفسيرات الدولة الطرف أو بياناتها الكتابية بشأن موضوع الرسالة، يُقدم ذلك القرار وسائر المعلومات ذات الصلة إلى الدولة الطرف، عن طريق الأمين العام.

Draft resolutions involving lengthy negotiations should be drafted as early as possible; time limits should be respected; the Secretary of the Committee or a member of the Bureau should be informed of delegations' intentions to initiate proposals; and, since the Committee would maintain a rolling list of speakers, delegations should be ready to take the floor earlier than scheduled, if necessary.
وأوصى الوفود بالعمل في أقرب وقت ممكن على إعداد مشاريع القرارات التي تؤدي إلى مفاوضات مطوّلة، واحترام الآجال المحددة بكل دقة، وإبلاغ أمين اللجنة أو أحد أعضاء المكتب بعزمها على تقديم اقتراحات، والاستعداد لأخذ الكلمة قبل الوقت المحدد، نظرا إلى أن اللجنة ستشهد قائمة غير ثابتة من المتكلمين، إذا اقتضت الضرورة ذلك.
