It has, in particular, endeavoured to implement the recommendations adopted by the Intergovernmental Committee for Promoting the Return of Cultural Property to its Countries of Origin or its Restitution in Case of Illicit Appropriation at its ninth session which was held in Paris from 16 to 19 September 1996.

Proposes that the fund, entitled “Fund of the Intergovernmental Committee for Promoting the Return of Cultural Property to its Countries of Origin or its Restitution in case of Illicit Appropriation”, be established by voluntary contributions and administered according to the model of the International Programme for the Development of Communication by providing a special account and funds in trust;

Invites the Director-General to establish within the United Nations Educational, Scientific and Cultural Organization a fund entitled “Fund of the Intergovernmental Committee for Promoting the Return of Cultural Property to its Countries of Origin or its Restitution in case of Illicit Appropriation”, which will be:
