2. The Council also decided that the High-level Committee of Ministers and Officials should be constituted in accordance with the following procedure:
٢ - وقرر المجلس أيضا أن تشكل اللجنة الرفيعة المستوى للوزراء والمسؤولين وفقا لﻹجراء التالي:

(d) That the High-level Committee of Ministers and Officials shall elect from among its members a Chairperson, three Vice-Chairpersons and a Rapporteur;
)د( أن تنتخب اللجنة الرفيعة المستوى للوزراء والمسؤولين من بين أعضائها رئيسا وثلاثة نواب للرئيس ومقررا.

(e) That the High-level Committee of Ministers and Officials shall meet at least once a year at Nairobi.
)ﻫ( تجتمع اللجنة الرفيعة المستوى للوزراء والمسؤولين مرة على اﻷقل في السنة في نيروبي.

31. With regard to other activities, he said that the High-level Committee of Ministers and Officials would be meeting in Buenos Aires on 10 November 1998 to provide guidance on reform of UNEP, financing of sustainable development and the contribution of UNEP to the seventh session of the Commission on Sustainable Development.
٣١ - أما فيما يتعلق باﻷنشطة اﻷخرى، فقال إن اللجنة الرفيعة المستوى للوزراء والمسؤولين ستجتمع في بوينس آيرس في ١٠ تشرين الثاني/نوفمبر ١٩٩٨ لتقديم توجيه بشأن إصلاح برنامج اﻷمم المتحدة للبيئة وتمويل التنمية المستدامة وإسهام برنامج البيئة في الدورة السابعة للجنة التنمية المستدامة.

155. The procedure for the constitution of the High-level Committee of Ministers and Officials, as put before the Council by the President and agreed to by representatives, is set out in the decision on the constitution of the High-level Committee of Ministers and Officials established pursuant to decision 19/32, contained in the section entitled " Other decisions " in the annex to the present report.
١٥٥ - ويبين إجراء تشكيل اللجنة الرفيعة المستوى للوزراء والمسؤولين، بصورته التي عرضها الرئيس على المجلس ووافق عليها الممثلون، في المقرر المتعلق بتشكيل اللجنة الرفيعة المستوى للوزراء والمسؤولين المنشأة عملا بالمقرر ١٩/٣٢ الوارد في الفرع المعنون " مقررات أخرى " بمرفق هذا التقرير.

(f) That the report of the meetings of the High-level Committee of Ministers and Officials shall be made immediately available to all members of the United Nations Environment Programme;
)و( تتاح تقارير اجتماعات اللجنة الرفيعة المستوى للوزراء والمسؤولين بصورة فورية إلى جميع اﻷعضاء في برنامج اﻷمم المتحدة للبيئة.

(k) That the High-level Committee of Ministers and Officials and the Committee of Permanent Representatives shall be accountable to the Governing Council and will submit reports on their work at each session of the Governing Council;
)ك( تكون اللجنة الرفيعة المستوى للوزراء والمسؤولين ولجنة الممثلين الدائمين، مسؤولتين أمام مجلس اﻹدارة وعليهما أن تقدما تقاريرهما عن أعمالهما إلى مجلس اﻹدارة في كل دورة من دوراته.

(l) That, save as otherwise provided in the present decision, the rules of procedure of the Governing Council, including rule 63, shall apply, mutatis mutandis, to the High-level Committee of Ministers and Officials until it adopts its own rules of procedure.
)ل( ما لم ينص هذا المقرر على غير ذلك، يسري النظام الداخلي لمجلس اﻹدارة، بعد إجراء التغييرات الضرورية اللازمة، على اللجنة الرفيعة المستوى للوزراء والمسؤولين ريثما تعتمد نظامها الداخلي الخاص بها.

(m) That the secretariat shall provide documentation and information related to the meetings of the High-level Committee of Ministers and Officials and the Committee of Permanent Representatives, four weeks in advance of the meeting in question;
)م( توفر اﻷمانة الوثائق والمعلومات المتعلقة باجتماعات اللجنة الرفيعة المستوى للوزراء والمسؤولين ولجنة الممثلين الدائمين، وذلك قبل أربعة أسابيع من موعد الاجتماع المعني.

1. At its 10th plenary meeting, on 4 April 1997, the Governing Council decided that the members of the High-level Committee of Ministers and Officials, established pursuant to its decision 19/32 of 4 April 1997, shall be elected according to the following pattern of geographical distribution:
١ - قرر مجلس اﻹدارة، في جلسته العامة العاشرة، المعقودة في ٤ نيسان/ابريل ١٩٩٧، أن ينتخب أعضاء اللجنة الرفيعة المستوى للوزراء والمسؤولين المنشأة عملا بالمقرر ١٩/٣٢ المؤرخ ٤ نيسان/ أبريل ١٩٩٧، وفقا لنمط التوزيع الجغرافي التالي:

3. The Council further decided the High-level Committee of Ministers and Officials should meet before the next special session of the Governing Council, in order to consider the outcome of the special session of the General Assembly for the purpose of an overall review and appraisal of the implementation of Agenda 21, to be held from 23 to 27 June 1997.
٣ - وقرر المجلس أيضا، أن تجتمع اللجنة الرفيعة المستوى للوزراء والمسؤولين قبل الدورة الاستثنائية القادمة لمجلس اﻹدارة للنظر في نتائج الدورة الاستثنائية للجمعية العامة لغرض إجراء استعراض وتقييم شاملين لتنفيذ جدول أعمال القرن ٢١ المزمع عقدها في الفترة من ٢٣ إلى ٢٧ حزيران/يونيه ١٩٩٧.

(b) That the High-level Committee of Ministers and Officials shall consist of thirty-six members, elected by the Governing Council from among Members of the United Nations and members of its specialized agencies, for a period of two years, taking into account the principle of equitable regional representation as reflected in the composition of the Governing Council.
)ب( أن تتألف اللجنة الرفيعة المستوى للوزراء والمسؤولين من ستة وثلاثين عضوا ينتخبهم مجلس اﻹدارة من بين أعضاء اﻷمم المتحدة ووكالاتها المتخصصة لمدة عامين مع مراعاة مبدأ التمثيل اﻹقليمي العادل كما هو بـارز في تكوين مجلس اﻹدارة.

(c) Those nominated will be empowered to function on a provisional basis as members of the High-level Committee of Ministers and Officials until the next special or regular session of the Governing Council, whichever occurs earlier, where the nominations will be formally confirmed by the Council as elected.
)ج( تكون ﻷولئك المرشحين سلطة العمل، على أساس مؤقت، كأعضاء في اللجنة الرفيعة المستوى للوزراء والمسؤولين إلى حين انعقاد الدورة الاستثنائية أو العادية لمجلس اﻹدارة، أيهما أقرب، حيث يصادق المجلس رسميا على المرشحين باعتبارهم منتخبين.

As part of the efficient servicing of its governing bodies, UNEP uses e-mail for the distribution of meeting schedules, agendas and background documents to permanent missions based in Nairobi (with access to e-mail) and the members of its governing bodies, i.e., the High-level Committee of Ministers and Officials and the Governing Council.
