4. At its thirty-second (16–18 June 1998), the ACC Subcommittee concluded (E/CN.3/1999/22, paras. 11 and 12) that:

(d) A review of the ACC Subcommittee with a view to improving its status and effectiveness, including the need for closer inter-agency links (by the Secretary-General);
)د( استعراض أعمال اللجنة الفرعية التابعة للجنة التنسيق اﻹدارية بغية تحسين وضعها وفعاليتها، ولا سيما ضرورة توثيق الروابط بين الوكالات )يقوم به اﻷمين العام(؛

Greater resort should generally be had both within and outside the functioning of the ACC Subcommittee to ad hoc and informal working groups/task forces/functional groups, focused on specific substantive themes and issues, and led by the organization most directly involved and/or the one with a comparative advantage.
٤٦ - وبشكل عام ينبغي زيادة اللجوء، داخل وخارج نطاق أداء اللجنة الفرعية التابعة للجنة التنسيق اﻹدارية لمهامها، الى اﻷفرقة العاملة/فرق العمل/اﻷفرقة الوظيفية غير الرسمية، مع التركيز على مواضيع وقضايا فنية محددة، على أن تقودها الهيئة المعنية باﻷمر أكثر من غيرها و/أو الهيئة التي لها مزية مقارنة.

(c) To request the ACC Subcommittee to prepare specific documentation on appropriate issues for the Commission, through the Working Group;

The Council urged the ACC Subcommittee to analyse in detail the activities that were currently being carried out by the organizations of the system and their interrelationship and to prepare a report on the subject by the end of 1997, as a useful input into the preparatory process leading up to the sixth session of the Commission on Sustainable Development.

The McLennan report mentions that the ACC Subcommittee now seems to be more focused on its role as a key coordinating body and is performing effectively (see E/CN.3/1997/23, para 7). It may therefore be concluded that no new actions are to be recommended for the Subcommittee for the time being.

52. It appears that a combination of communication difficulties between secretariats and staffing problems have weakened the coordinating role expected of the ACC Subcommittee in its work as Inter-Agency Committee on Sustainable Development (IACSD) task manager for chapter 17 and its preparations for the seventh session of the Commission.
