The State party should also inform the public of its right to refer cases to the Committee under article 22 of the Convention.
وينبغي للدولة الطرف أيضاً تعريف الجمهور بالحق في اللجوء إلى اللجنة بمقتضى المادة 22 من الاتفاقية.

" Where a statutory body established to regulate the activities of any person or class of persons authorises a merger between two or more such persons, such body shall, unless the enactment establishing it expressly provides otherwise, apply to the Commission in terms of this Act for the final authorisation of the merger " (Amendment of section 3 of Act No. 7 of 1996).

Switzerland participates in a consultative capacity in the work of the Commission by virtue of Council resolution 860 (XXXII) of 21 December 1961.
وتشترك سويسرا بصفة استشارية في أعمال اللجنة بمقتضى قرار المجلس ٨٦٠ )د - ٣٢( المؤرخ ٢١ كانون اﻷول/ديسمبر ١٩٦١.

(b) If a majority, that shall not be less than eighteen High Contracting Parties so agree, the Depositary shall promptly convene a meeting to which all High Contracting Parties which have made the declaration under paragraph 1 of this Article shall be invited to consider the case submitted by the Committee in accordance with paragraph 13 (a) (v) of this Article.
(ب) إذا ما وافقت أغلبيةٍ لا تقل عن ثمانية عشر طرفاً سامياً متعاقداً، فإن الوديع يتولى فوراً عقد اجتماع تدعى إليه الأطراف السامية المتعاقدة التي أصدرت الإعلان بموجب الفقرة 13(أ) من هذه المادة للنظر في الحالة المقدمة من اللجنة بمقتضى الفقرة 13(أ)(ت) من هذه المادة.

Any member of the Committee elected to fill a vacancy declared in accordance with article 33 of the Covenant shall hold office for the remainder of the term of the member who vacated the seat on the Committee under the provisions of that article.
كل عضو في اللجنة انتُخب لشغل مقعد أعلن شغوره طبقا للمادة 33 من العهد يتولى مهام العضوية فيها حتى انقضاء ما تبقى من مدة ولاية العضو الذي شغر مقعده في اللجنة بمقتضى أحكام تلك المادة.

If the proportionality analysis conducted by the Committee under article 19, paragraph 3, were to involve different levels of protection for different kinds of speech, then the general comment should note that fact.
ولو انطوى تحليل النسبية الذي أجرته اللجنة بمقتضى الفقرة 3 من المادة 19 على مستويات مختلفة من الحماية لأنواع مختلفة من الكلام فإن التعليق العام ينبغي أن يشير إلى هذه الحقيقة.

It refers to the Committee's jurisprudence and recalls that States' authorities must be given an opportunity to assess new elements of proof before these are submitted to the Committee under article 22 of the Convention.

Switzerland participates in a consultative capacity in the work of the Commission by virtue of Council resolution 860 (XXXII) of 21 December 1961.
وتشترك سويسرا بصفة استشارية في أعمال اللجنة بمقتضى قرار المجلس 860 (د-32) المؤرخ 21 كانون الأول/ديسمبر 1961.

The Committee is concerned that this provision could restrict the right of any person who claims to have been subjected to torture in the territory of the State party to file a complaint before the competent judicial authorities or to refer the matter to the Committee in accordance with article 22 of the Convention (art. 13).
ويساور اللجنة قلق من أن هذا الحكم قد يحد من حق كل شخص يدعي أنه تعرض للتعذيب في إقليم الدولة الطرف في تقديم شكوى أمام السلطات القضائية المختصة، أو اللجوء إلى اللجنة بمقتضى المادة 22 من الاتفاقية (المادة 13).

They do not modify or otherwise affect the rights, duties and obligations of the members of the Commission under the Convention.
