The Protocol, also known as the MERCOSUR democratic clause, provided that functioning democratic institutions constituted an essential precondition for the development of the integration process among the Parties, and that a breakdown in the democratic order in a State Party would trigger a process of consultations with the State concerned.
وقال إن البروتوكول، الذي يُعرَف أيضاً باسم الوثيقة الديمقراطية للسوق المشتركة للمخروط الجنوبي، ينص على أن المؤسسات الديمقراطية العاملة تشكل شرطاً أساسياً لتطوير عملية التكامل فيما بين الأطراف، وأن انهيار النظام الديمقراطي في دولةٍ طرف كفيلٌ بأن يطلق عملية مشاورات مع الدولة المعنية.

1. Stresses the need to protect, promote and respect human rights and fundamental freedoms, to consolidate effective, functioning democratic institutions, to strengthen civil society and to promote regional reconciliation and cooperation;
1- تشدد على ضرورة حماية وتعزيز واحترام حقوق الإنسان والحريات الأساسية، وتدعيم المؤسسات الديمقراطية العاملة والفعالة، وتعزيز المجتمع المدني، والعمل على تحقيق المصالحة والتعاون على المستوى الإقليمي؛

5. Reiterates its call upon all parties and States in the region to ensure that the promotion and protection of human rights and effective, functioning democratic institutions will be central elements in developing civilian structures, as reaffirmed at the meetings of the Steering Board of the Peace Implementation Council and the Peace Implementation Conference;
٥ - تكرر مناشدتها جميع اﻷطراف والدول في المنطقة كفالة أن تجعل من تعزيز وحماية حقوق اﻹنسان، وإنشاء المؤسسات الديمقراطية العاملة والفعالة، عناصر أساسية في إنشاء الهياكل المدنية، على نحو ما كررت تأكيده اجتماعات المجلس التوجيهي لمجلس تنفيذ السلم ومؤتمر تنفيذ السلم؛
