The potential of CTBT can only be effectively realized if it is ratified by all nuclearweapon States and by other countries whose ratification is essential for its entry into force in accordance with the provisions of Article XIV of the Treaty.

Under Article XIV of the Treaty, Bulgaria is one of the 44 States who have to deposit their instruments of ratification with the United Nations Secretary—General so that the CTBT can enter into force.
وبموجب المادة الرابعة عشرة من المعاهدة تصبح بلغاريا واحدة من 44 دولة ينبغي ان تودع صكوك التصديق لدى الأمين العام للأمم المتحدة حتى تدخل المعاهدة حيز النفاذ.

As it already seemed likely when the Treaty was negotiated that with this process for entry into force, additional efforts would be needed to guarantee entry into force, a mechanism to promote this was developed in Article XIV of the Treaty.

7. Conscious of the objectives we all share and of the importance of universal adherence to the Treaty, welcoming the ratifications of all the States that have done so, and stressing particularly the steps required to achieve its early entry into force, as provided for in Article XIV of the Treaty, we:

1. Each State that has already deposited its instrument of ratification of the Treaty before the opening of the Conference (hereinafter " ratifier " ) may participate in and be represented at the Conference convened pursuant to paragraph 3 of Article XIV of the Treaty.
1 - يجوز لكل دولة أودعت صك تصديقها على المعاهدة قبل افتتاح المؤتمر ( " الدولة المصدِّقة " ) أن تشارك في المؤتمر المنعقد عملا بالفقرة 3 من المادة الرابعة عشرة من المعاهدة وأن تُمثَّل فيه.

2. Each State Signatory, which has not yet deposited its instrument of ratification of the Treaty before the opening of the Conference (hereinafter " signatory " ), may attend the Conference in accordance with paragraph 4 of Article XIV of the Treaty.
2 - يجوز لكل دولة موقِّعة لم تودع بعد صك تصديقها على المعاهدة قبل افتتاح المؤتمر ( " الدولة الموقِّعة " ) أن تحضر المؤتمر وفقاً للفقرة 4 من المادة الرابعة عشرة من المعاهدة.

1. Decisions on the measures referred to in paragraph 2 of Article XIV of the Treaty shall be taken by consensus of ratifiers, taking into account, to the maximum extent possible, views expressed at the Conference by signatories.
1 - تُتَّخذُ القرارات المتعلقة بالتدابير المشار إليها في الفقرة 2 من المادة الرابعة عشرة من المعاهدة بتوافق آراء الدول المصدِّقة، على أن تُراعَى، إلى أقصى مدى ممكن، الآراء التي أُبديت في المؤتمر من جانب الدول الموقِّعة.

Rule 30 1. Decisions on the measures referred to in paragraph 2 of Article XIV of the Treaty shall be taken by consensus of ratifiers, taking into account, to the maximum extent possible, views expressed at the Conference by signatories.
