The concept of the victim contained in article 14 of the Act conformed to the provisions of the Convention and the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power.

He also wishes to refer to principles 11, 18 and 19 of the Declaration on Basic Principles of Justice for Victims of Crime and Abuse of Power adopted by the United Nations in November 1985.

59. At the outset, it should be noted that the Declaration of Basic Principles of Justice is primarily concerned with the victims of domestic criminal law and domestic abuse of power.

61. The Declaration of Basic Principles of Justice does not distinguish between restitution, compensation, and assistance in the same manner that the van Boven and Joinet Guidelines differentiate between restitution, compensation and rehabilitation.
61- لا يفرق إعلان المبادئ الأساسية لتوفير العدالة بين رد الحق والتعويض والمساعدة على النحو المتبع في مبادئ فان بوفن وجوانيه التوجيهية للتفرقة بين الاسترداد والتعويض وإعادة التأهيل.

63. In addition, the Declaration of Basic Principles of Justice provides for restitution in the form of restoration of the environment in cases of crime causing substantial harm to it.

29. The definition of " victim " in principle 8 is based on the definition contained in the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power.
