The reliability standard for the required self-destruction and self-deactivation features of remotely delivered anti-personnel land-mines should be unambiguous, with particular attention to the phase-in period during which only the self-detection feature could be present.

Why in the first instance did States Parties agree that restrictions were required on remotely delivered mines (RDM)? Largely because by their nature RDM are emplaced outside perimeter-marked areas and in areas which are not under the direct control of the user and were thus deemed to be a hazard to civilian populations.
