48. The United Kingdom supports the concept of a division of labour with regional organizations taking a greater role in their own areas particularly as regards peacemaking, while recognizing at all times the primacy of the United Nations in situations relating to international peace and security.

It was therefore crucial to invest the Assembly with powers that enabled it to consider questions relating to international peace and security and to the peaceful settlement of disputes within the framework of a mechanism under which it would approve all decisions concerning the use of force or the imposition of sanctions by the Security Council. Thus, such decisions would fully reflect the wishes of all Member States.

The Open-ended Working Group could also examine the possibility of creating a subsidiary organ of the General Assembly under Article 22 which could consider and discuss questions related to international peace and security that might be brought before it by a Member of the United Nations or of the Security Council, as provided in the Charter.
