Rule 15 bis The Addis Ababa guidelines on independence and impartiality of members of the human rights treaty bodies adopted by the twenty-fourth Meeting of the Chairs of the human rights treaty bodiesa shall form an integral part of the present rules of procedure.

667. Human Rights Watch noted that the Bolivarian Republic of Venezuela had rejected recommendations on the independence of the judiciary, and that the Supreme Court had refused to recognize the rulings of the Inter-American Court of Human Rights.
