The additional requirements were primarily attributable to the higher actual requirements for mission subsistence allowance and rotation costs owing to a higher-than-anticipated deployment of military observers (an average vacancy rate of 11.5 per cent compared with the budgeted vacancy rate of 25 per cent) as a result of the improved selection process of military observers and the reduction in the time taken to issue visas.
