I have the honour to transmit herewith the text of the statement by the Ministry of Foreign Affairs of the Russian Federation issued on 11 July 1993 in connection with the resolution of the Supreme Council of the Russian Federation regarding the status of the city of Sevastopol.
أتشرف بأن أحيل طيه، نص البيان الصادر عن وزارة خارجية الاتحاد الروسي في ١١ تموز/يوليه ١٩٩٣ بشأن قرار المجلس اﻷعلى للاتحاد الروسي المتعلق بوضع مدينة سيغاستوبول.

The Ministry for Foreign Affairs expresses the hope that the Russian Federation Supreme Council will be able to refrain from a purely emotional resolution of this issue.

174. An Act " Procedure for Citizens of the Russian Federation to Travel Outside the Limits of the Russian Federation and to Enter the Territory of the Russian Federation " was given a first reading by the Supreme Council of the Russian Federation on 8 June 1993, further worked on and sent for a second reading.
٤٧١- والقانون بعنوان " اجراءات من أجل مواطني الاتحاد الروسي للسفر خارج حدود الاتحاد الروسي والدخول الى أراضي الاتحاد الروسي " قرئ للمرة اﻷولى في المجلس اﻷعلى للاتحاد الروسي في تاريخ ٨ حزيران/يونيه ٣٩٩١ ثم عدل وأرسل الى قراءة ثانية.

In the resolution the Supreme Council of the Russian Federation agrees to make available up to 500 men (on a voluntary basis) to the military contingent, to participate in these forces together with Kazakhstan, Kyrgyzstan and Uzbekistan.
ويوافق المجلس اﻷعلى للاتحاد الروسي في القرار على توفير عدد يصل الى ٥٠٠ فرد )على أساس تطوعي( للوحدة العسكرية، للمشاركة في هذه القوات مع أوزبكستان وقيرغيزتان وكازاخستان.

The Ministry for Foreign Affairs points out that if the Russian Federation Supreme Council should adopt such a decision, then a dangerous precedent would be created, which from an international law as well as from a practical viewpoint could bring forth unpredictable consequences.
وتود وزارة الخارجية أن تشير إلى أنه في حالة اتخاذ المجلس اﻷعلى للاتحاد الروسي قرار من هذا القبيل، فإن ذلك من شأنه أن يخلق سابقة خطيرة يمكن أن يترتب عليها، من زاوية القانون الدولي، ومن وجهة النظر العملية، عواقب لا يمكن التنبؤ بها.
