A high-level Policy Working Group on the United Nations and Terrorism recommended that United Nations activities be part of a tripartite strategy supporting global efforts: (a) to dissuade disaffected groups from embracing terrorism; (b) to deny groups or individuals the means to carry out acts of terrorism; and (c) to sustain broad-based international cooperation in the struggle against terrorism (A/57/273-S/2002/875, annex).
