In many areas of population and development activities, non-governmental groups are already rightly recognized for their comparative advantage in relation to government agencies, because of innovative, flexible and responsive programme design and implementation, including grass-roots participation, and because quite often they are rooted in and interact with constituencies that are poorly served and hard to reach through government channels.

An increasing number of voices within Africa, as well as many non-governmental groups and United Nations organizations such as UNICEF and the ILO, have been warning that the living conditions of the poor are deteriorating to intolerable levels despite - and sometimes because of - these structural adjustment programmes.

During its investigation the Panel determined that since the Security Council imposed an arms embargo on all non-governmental groups by its resolution 1556 (2004) of 30 July 2004, the Sudan Liberation Movement/Army (SLM/A) and the Justice and Equality Movement (JEM) have continued to receive arms, ammunition and/or equipment from Chad, Eritrea, the Libyan Arab Jamahiriya, non-governmental groups and other unknown sources.
