At the same time, article 19 does not empower the debtor to negotiate waivers with assignees, if, under other law applicable, the debtor does not have such a power.
وفي الوقت نفسه، لا تعطي المادة 19 المدين سلطة التفاوض مع المحال اليهم على تنازلات إذا كان لا يتمتع بهذه السلطة بمقتضى قانون منطبق آخر.
