١ - يعالج جانب كبير من البند ١-٣ من النظام اﻷساسي للموظفين مستويات اﻷداء المطلوب من الموظفين الالتزام بها وينص على أنهم يخضعون للتقييم والمساءلة لكي يفوا بالمستويات المطلوبة المحددة في الميثاق.

The Executive Board is responsible for providing intergovernmental support to and supervising the activities of UNFPA in accordance with the overall policy guidance of the General Assembly and the Economic and Social Council, in accordance with their respective responsibility as set out in the Charter, and for ensuring that UNFPA is responsive to the needs and priorities of recipient countries.

To conclude, I would say that the international community needs a strong United Nations to achieve the ambitious objectives set forth in the Charter and to implement the Millennium Declaration.

18. While the Special Committee had made a substantial contribution towards the efforts to promote peace, it had shied away from pursuing the development objectives laid down in the Charter.

The issues and challenges that the world is facing today place a greater demand on the Organization to fulfil its mandate as outlined in the Charter.

The Council could better fulfil its Charter mandate through this approach.

If the principle is to be implemented in an effective, balanced and sustainable way, with the full collaboration of our regional and subregional partners, all of the measures and procedures specified in the Charter will have to be at the disposal of the United Nations.
