The Committee also recommends that the State party develop quality standards for foster care and significantly decrease the time spent in institutions by children without parental care.
كما توصي اللجنة الدولة الطرف بأن تضع معايير للجودة خاصة بكفالة الأطفال، وأن تُخفِّض بدرجة كبيرة الفترة التي يقضيها الأطفال المحرومون من رعاية الوالدين داخل المؤسسات.

The Committee held its day of general discussion on the theme " Children without parental care " .
عقدت اللجنة يوم مناقشتها العامة بشأن الموضوع " الأطفال المحرومون من رعاية الوالدين " .

(a) Children without parental care: all children not in the overnight care of at least one of their parents, for whatever reason and under whatever circumstances.
(أ) الأطفال المحرومون من رعاية الوالدين هم: الأطفال الذين لا يعيشون مع أحد الوالدين على الأقل، لأي سبب من الأسباب وفي ظل أي ظرف من الظروف.

Cooperation with foundations and civil society 21. The Committee notes the active role played by various organizations, including entities such as the Qatari Foundation for the Protection of Children and Women and the Qatari Orphans Foundation, as well as by civil society in the provision of services, particularly health and social services for children, including children with disabilities and children without parental care.
21- تلاحظ اللجنة الدور النشط الذي تؤديه منظمات شتى، من بينها كيانات مثل المؤسسة القطرية لحماية الطفل والمرأة والمؤسسة القطرية لرعاية الأيتام فضلاً عن المجتمع المدني، في تقديم الخدمات، وبخاصة خدمات الصحة والخدمات الاجتماعية إلى الأطفال، بمن فيهم الأطفال ذوو الإعاقات والأطفال المحرومون من رعاية الوالدين.

It made recommendations relating to strengthening prevention among vulnerable groups, including children without parental care or in state institutions; victims should receive assistance regardless of whether they cooperated with the law enforcement authorities; assistance should be available to men and children as well as women; the right to compensation should be made effective in practice.
وقدم توصيات تتعلق بتعزيز الوقاية في أوساط الفئات الضعيفة، بمن فيها الأطفال المحرومون من رعاية الوالدين أو المودعون في مؤسسات الدولة؛ وينبغي أن يتلقى الضحايا المساعدة بغض النظر عن تعاونهم مع سلطات إنفاذ القانون أو عدم تعاونهم معها؛ وينبغي أن تتاح المساعدة للرجال والأطفال وكذلك النساء؛ وينبغي إنفاذ الحق في التعويض عملياً(92).
