Recalling the United Nations Convention against Illicit Traffic in narcotic drugs and psychotropic substances of 1988,
إذ تستذكر اتفاقية الأمم المتحدة لمكافحة الاتجار غير المشروع في المخدرات والمؤثّرات العقلية لسنة 1988،()

(i) Measures to prevent the illicit manufacture, import, export, trafficking, distribution and diversion of precursors used in the illicit manufacture of narcotic drugs and psychotropic substances;
`1` التدابير الرامية إلى منع الصنع غير المشروع للسلائف المستخدمة في صنع المخدرات والمؤثّرات العقلية بصورة غير مشروعة، ومنع استيراد تلك السلائف وتصديرها والاتجار بها وتوزيعها وتسريبها بصورة غير مشروعة؛

(i) Measures to prevent the illicit manufacture, import, export, trafficking, distribution and diversion of precursors used in the illicit manufacture of narcotic drugs and psychotropic substances;

(b) Measures to prevent diversion of substances frequently used in the manufacture of narcotic drugs and psychotropic substances from domestic distribution channels, including by strengthening partnerships with the private sector.
(ب) تدابير منع تسريب المواد التي يكثر استخدامها في صنع المخدرات والمؤثّرات العقلية من قنوات التوزيع المحلية، ومن ذلك تعزيز علاقات الشراكة مع القطاع الخاص.

The United Nations Convention against Illicit Traffic in narcotic drugs and psychotropic substances of 1988 and the United Nations Convention against Transnational Organized Crime (General Assembly resolution 55/25, annex I) contain provisions to counter money-laundering.
وتحتوي اتفاقية الأمم المتحدة لمكافحة الاتجار غير المشروع في المخدرات والمؤثّرات العقلية لسنة 1988() واتفاقية الأمم المتحدة لمكافحة الجريمة المنظّمة عبر الوطنية (المرفق الأول لقرار الجمعية العامة 55/25) على أحكام لمكافحة غسل الأموال.

Recalling the Single Convention on Narcotic Drugs of 1961 and that Convention as amended by the 1972 Protocol, the Convention on Psychotropic Substances of 1971 and the United Nations Convention against Illicit Traffic in narcotic drugs and psychotropic substances of 1988,
إذ تستذكر الاتفاقية الوحيدة للمخدرات لسنة 1961،() وتلك الاتفاقية بصيغتها المعدّلة ببروتوكول سنة 1972،() واتفاقية المؤثّرات العقلية لسنة 1971،() واتفاقية الأمم المتحدة لمكافحة الاتجار غير المشروع في المخدرات والمؤثّرات العقلية لسنة 1988،()

Recalling further that the International Narcotics Control Board, in its report for 2006, urged all parties to the United Nations Convention against Illicit Traffic in narcotic drugs and psychotropic substances of 1988 to take all the necessary measures to monitor, within their territories, the manufacture and distribution of precursor chemicals under international control,
وإذ تستذكر كذلك أن الهيئة الدولية لمراقبة المخدرات، في تقريرها لعام 2006،() حثّت كل الأطراف في اتفاقية الأمم المتحدة لمكافحة الاتجار غير المشروع في المخدرات والمؤثّرات العقلية لسنة 1988() على أن تتخذ كل التدابير اللازمة لرصد صنع الكيمياويات السليفة الخاضعة للمراقبة الدولية وتوزيعها داخل أقاليمها،

(c) Establish, where possible, sustainable alternative development programmes, in particular in drug-producing regions, including those with high levels of poverty, as they are more vulnerable to exploitation by traffickers and more likely to be affected by the illicit cultivation of drug crops and the illicit production of and trafficking in narcotic drugs and psychotropic substances;
(ج) أن تنشئ، حيثما أمكن، برامج للتنمية البديلة المستدامة، وخصوصا في مناطق إنتاج المخدرات، بما في ذلك المناطق التي يبلغ فيها الفقر مستويات عالية، لأنها أكثر عرضة لمخاطر الاستغلال من قِبل المتّجرين ومن المرجّح أن تتأثّر بزراعة محاصيل المخدرات على نحو غير مشروع، وكذلك بإنتاج المخدرات والمؤثّرات العقلية والاتّجار بها على نحو غير مشروع؛
